Trece Martires City (May 25, 2021) - The Provincial Environment and Natural Resources Office (PENRO) Cavite made it to the list of top 3 Implementing PENROs for Calendar Year 2020 based on the results of Phase I of the “Environmental Awards for Governance and Leadership Excellence” (EAGLE).

Calendar year 2020 has been a tumultuous and a challenging one. It literally compelled the department’s operations and activities to scale back to secure the safety of its personnel, although some of the employees were tasked to be part of the skeletal force to still continue performing our respective duties and responsibilities in accord to our mandate.

However, PENRO Cavite would not allow Covid-19 to obstruct its program/activities implementation towards environmental protection and conservation. Amidst the lockdown, environmental protection activities have been undertaken throughout Cavite to watch-over the province’s natural resources.

Through collaborative efforts and cooperation of DENR-PENRO Cavite personnel, unwavering support from DENR Calabarzon Regional Office and with the excellent leadership of its Provincial Environment and Natural Resources Officer Forester Ronita A. Unlayao, PENRO Cavite finally made it to the top three.  It is a great honor and pride to represent the entire DENR CALABARZON Region in delivering good customer service as well as promoting a culture of excellence and leadership in the organization.

Based on the criteria, the candidates were assessed and evaluated in two phases of scoring. The first phase comprised 75% of the nominees' overall performance rating. These includes the efficiency and effectiveness of the office in the delivery of services to the public. The second phase comprise the remaining 25% which will be rated based on the leadership abilities of the nominated official. Leadership of the candidates will be measured in terms of Integrity, Service Orientation, Network Building, Strategic Focus, and Managerial Acumen through the conduct of survey to subordinates.

Moreover, peer to peer survey will also be administered by the Personnel Division-Human Resources Development Service of DENR Central Office while the Panel Interview will be conducted by superiors composed of Undersecretaries, Assistant Secretaries, Directors and Third- Party Evaluators.

EAGLE aims to recognize and commend officials who demonstrated exemplary leadership and relentlessly fulfill their duties in pursuit of the Departments’ goals and objectives despite the challenges of the Covid-19 pandemic.

Ang paglilinis ng tabing dagat sa tatlong barangay ng Calaca: Talisay, Salong at Quisumbing, ngayong Mayo 21, 2021 ay pinangunahan ng Community Environment and Natural Resources Office (CENRO) Calaca kasama ang Lokal na Pamahalaan ng Calaca sa pagrepresenta ni OIC-MENRO Christopher Arandia. Dumalo din sa nasabing aktibidad ang mga kinatawan ng Bureau of Fire sa pangunguna ni SINSP Fernando Castillo.

Sa kabuuan, nasa 56 na sako ng basura ang nakolekta sa baybayin ng tatlong barangay at 67 na pirasong IEC materials naman ang naipamahagi.

Ang mga kalahok ay mahigpit na sumunod sa public health standards and IATF protocol, katulad ng pagsusuot ng face mask at pagobserba sa social distancing.

Ipinapaalala po sa lahat na ang hindi tamang pagtatapon ng basura ay mahigpit na ipinagbabawal ayon sa  Ecological Solid Waste Management Act (RA9003). ###

Bilang selebasyon ng Month of the Ocean (MOO) ay isinagawa ng Community Environment and Natural Resources Office (CENRO) Calaca ang SCUBASURERO na sinabayan na rin ng paglilinis ng tabing dagat noong ika-18 ng Mayo, 2021 sa Brgy. Balite at Locloc, San Luis, Batangas.

Ang pagdiriwang ng Buwan ng Karagatan ay isinasagawa kada taon tuwing buwan ng Mayo upang maipabatid ang kahalagahan ng pagkonserba, pagprotekta at tamang pamamahala ng yamang dagat. Ngayong taong 2021 ay ipinagdiriwang ito na may temang “Science We Need, For the Ocean We Want”. Kaugnay nito ay nagsagawa ang CENRO Calaca ng Scubasurero o ang pagpupulot ng basura sa ilalim ng dagat sa pakikipagkoordinasyon sa Local na Pamahalaan ng San Luis na pinangunahan ni MENRO Rinkoh Hernandez.

“Alam naman natin ang mga kahalagahan ng bahura, at isa na rito ang pagsilbi nitong tahanan ng mga yamang dagat” pahayag ni Conservation and Development Section Chief, For. Elizabeth Galit, kung saan ipinaliwanag niya ang importansya ng Scubasurero at ang layunin nito na mabawasan ang mga basurang nakakasira sa mga bahura. Nagbigay din ng IEC lecture si Forest Technician I/Information Officer, For. Karen Sotomango ukol sa Selebrasyon ng Month of the Ocean, Estado ng yamang dagat at ang mga banta sa mga ito, Ecological Solid Waste Act (RA 9003) at Mga simpleng pamamaraan ng pag sagip sa karagatan.

Ang aktibidad na ito ay dinaluhan ng nasa 40 katao. Kabilang sa nakilahok sa paglilinis ng tabing dagat ay ang mga empleyado ng Conservation and Development Section ng CENRO Calaca at ang mga opisyal at residente ng Barangay Balite at Barangay Locloc, San Luis, Batangas. Ang Scubasurero naman ay nilahukan ng mga sertipikadong divers ng CENRO Calaca at ng mga boluntaryong divers mula sa Alao Dive Academy at Starboard Dive Resort.

Bukod sa pagpupulot ng basura sa ilalim ng dagat ay nagkaroon din ng inisyatibo ang mga volunteers na kontrolin ang pagdami ng mga Crown-of-thorns Starfish (Acanthaster planci) na kumakain ng mga coral sa pamamagitan ng pagpuksa sa mga ito.

Sa kabuuan, nasa 14 na sako ng basura ang nakolekta sa higit kumulang 210 metrong pampang at 21 metrong lalim ng dagat. Nasa 45 piraso namang IEC materials ang ipinamigay sa mga residente.

Ang mga kalahok ay mahigpit na sumunod sa public health standards and IATF protocol, katulad ng pagsusuot ng face mask at pagobserba sa social distancing. ###

Kamakailan lang ay nilagdaan ang “Memorandum of Partnership Agreement” (MOPA) sa pagitan ng DENR CALABARZON at Munisipalidad ng Baras, Rizal upang pangasiwaan ang mga aktibidad ng “LOCAL LAND TITLING PROGRAM” sa mga nasasakupan nitong barangay.

Ang barangay Mabini na may humigit tatlong libong (3,000) “Cadastral Survey Lot” o parsela ng lupa ay ang unang barangay na sasailalim sa programang “Rapid Land Tenure Appraisal” (RLTA) o ang pag-iimbentaryo ng mga titulado at hindi pa tituladong lupa.

Ang oryentasyon na ginanap sa bagong gusali ng Baras Evacuation Center ay dinaluhan ng mga opisyales ng Barangay Mabini sa pangunguna ng kanilang Punong Barangay na si Hon. Paul Waynne F. Llagas ksama ang Municipal Planning Officer at Municipal Assessors Officer ng Baras, Rizal

Kabilang sa mga ipinaliwanag ay ang tamang proseso ng pagpapatitulo sa mga lupang residensiyal ayon sa “Residential Free Patent o Republic Act No. 10023”. Dagdag pa rito, naipaliwanag din ang mga serbisyo ng PENRO patungkol sa pamamahala at pangangasiwa ng pampublikong lupa at mga hakbangin ng RLTA.

Nagkaroon din ng presentasyon ng paunang imbentaryo ng mga titulado at hindi pa tituladong lupa. Ayon sa datos, may tinatayang dalawang libong (2000) agrikultural at residensyal na lupain ang maaaring isailalim sa proseso ng pagpapatitulo.  Ang datos na ito ay kukumpirmahin sa pamamagitan ng aktwal na pakikipag-ugnayan sa mga may-ari ng nasabing lupa at pagpapakalat ng tamang impormasyon ng proyekto.

Kung may mga katanungan, lubos na hinihikayat ang publiko sa Mabini na makipag-ugnayan sa aming opisina at sa mga opisyales ng barangay. Manatiling nakaantabay sa mga anunsyo hinggil sa mga susunod na hakbangin ng programa.

To promote the programs and projects of the DENR, and to strengthen the linkage with the communities and its stakeholders, the DENR-CENRO Calauag continued its series of coordination and visited the two adjacent municipalities in the 4th district of Quezon Province, which are the Atimonan and Plaridel.

The CENRO Calauag team headed by CENR Officer Joselito D. Barros visited Brgy. Sta. Catalina, Atimonan, Quezon, May 6, 2021, to meet the CALABARZON's 2018 Model CBFM People's Organization (PO), the Kapit-Bisig Farmers Association Inc. or KBFAI.

CENR Officer Barros discussed to the officials and members of KBFAI the reforestation projects established under some programs of the DENR; the Upland Development Program (UDP) and National Greening Program (NGP).

Being one of the recognized POs in the region, the KBFAI showcased during the visit their hand-made and woven products, especially the “walis tambo” which is made out of the “tiger grass”. They also surfaced their existing pineapple plantation established within their production forest area.

Afterwards, the team of CENRO Barros moved to monitor the existing plantations in Brgy. Sta. Catalina. Included here are the plantations of Batino, Kalamansi, and Tiger grass established under Community-Based Forest Management-Comprehensive Agrarian Reform Program (CBFM-CARP) in 2007; and other NGP plantations that include the 50-hectare CY 2014 Coffee Plantation, 53-hectare CY 2016 Timber Plantation, and 80-hectare CY 2017 Other Fruit Trees Plantation.

Also, the 3.10-hectare and 1.24-hectare NGP Urban Plantations in Brgys. Sta. Catalina-Tagbakin and Brgys. San Isidro-Sapaan respectively were visited by CENR Officer Barros.

CENRO Barros reiterated that aside from the conservation and protection of our environment and natural resources, one of the objectives of the programs of the DENR is to improve the economic wellbeing of the community.

Meanwhile, CENR Officer Barros and his team paid a courtesy call to Plaridel Mayor Bernardo V. Tumagay and MPDC Maria Celita Forber, EnP, to discuss the Memorandum of Partnership Agreement (MOPA) between DENR and LGU for Rapid Land Tenure Appraisal.

He also encouraged the mayor to conduct a joint coastal cleanup within their area of jurisdiction. Mayor Tumagay affirmed to conduct such activity within the locality.
