Pinaunlakan ng bagong upong OIC, CENRO Sta. Cruz, Forester Venerando U. Garcia ang imbitasyon na radio guesting ng programang Tagalog Republic on Air ng 106. 3 FM Laguna nitong ika-2 Oktubre 2021.

Sa unang bahagi ng talakayan ay ipinakilala ang bagong talagang OIC-CENR Officer Vener Garcia, ang mga nakaatas na tungkulin, responsibilidad at gawain sa tanggapan ng CENRO Sta. Cruz para sa ika-3 at ika-4 na distrito ng Laguna. Sa nasabing panayam na tumalakay sa paksang “Towards a Sustainable Water Future” ay binigyang diin ni OIC- CENRO Garcia na kailangang tingnan at kritikal na suriin ang mga kahinaan at kahusayan na umiiral sa kasalukuyang water system ng bansa upang matiyak na masulit ang limitadong likas na yaman. At upang ito ay matamo, kinakailangan ang optimal utilization o pinakamainam na paggamit ng tubig para maiwasan ang pag-aaksaya ng nasabing likas na yaman.

Dagdag pa niya, upang mapagtagumapayan ang hamon sa tubig, ang gobyerno sa pamamagitan ng National Water Resources Board (NWRB) na siyang bumabalangkas ng mga panuntunan ukol sa wastong paggamit ng tubig ay inatasan para sa mga gawaing may kinalaman sa katubigan. Ito ay alinsunod umano sa Integrated Water Resources Management Plan o IWRM. Ang NWRB din ang binigyang kapangyarihan ng pamahalaan upang makontrol ang appropriation ng paggamit sa tubig batay sa priority. Ito ang nagpapasiya kung gaano karami, gaya ng cubic meters o liters per second ang ilalaan sa bawat water user alinsunod sa paggamit nito.

Bukod sa Philippine Water Code na nakapaloob sa Presidential Decree No. 1067, ipinaliwanag din ni CENRO Garcia ang mga panuntunan sa Clean Water Act (R.A. 9175). Ang mga batas na ito ang nagsisilbing gabay ng ating pamahalaan sa wastong paggamit at pangangalaga sa ating mga water resources.

Ipinagmalaki rin ni CENRO Garcia ang pagbisita ni Sec. Roy A. Cimatu sa Ilog ng Pangil kung saan ay ipinakita ng nasabing kalihim ang pag-inom ng tubig sa mismong ilog. Ito ay pagpapatunay na ang Ilog Pangil ay isa sa pinakamalinis na ilog sa buong bansa.

Para sa mga gawaing may kinalaman sa pangangalaga at pagprotekta ng water resources at ibang likas na yaman ay ibinahagi din ni OIC-CENRO Garcia ang mga aktibidad ng CENRO Sta. Cruz kaugnay sa mga Tree Growing/Planting katuwang ang mga pribadong organisasyon at Lokal na Pamahalaan ng Laguna. Aniya, natutuwa siya na marami sa mga pribadong kompanya ang kusang lumalapit sa tanggapan ng CENRO Sta. Cruz para makapagsagawa ng mga Tree Planting activities. Ito ay ebidensya umano na marami ng indibidwal ang nagmalasakit sa ating Inang Kalikasan.

Sa huling bahagi ng programa, inimbitahan ni CENRO Garcia ang publiko na lumahok sa mga aktibidad ng CENRO Sta. Cruz katulad na lamang ng naipagpalibang gawain sa selebrasyon ng World Bamboo Day at International Coastal Clean-up na nakatakdang gawin sa darating na ika-12 ng Oktubre 2021. Nanawagan din siya sa publiko na huwag mag-alinlangang lumapit sa tanggapan ng CENRO Sta. Cruz na matatagpuan sa Sitio Maunawain, Brgy. Duhat, Sta. Cruz, Laguna hindi lamang kung may gustong malamang impormasyon patungkol sa mga ipinatutupad na batas at programa ng DENR at serbisyo publiko tulad ng pagproseso ng mga pagtititulo para sa residential at agricultural free patent, pagrerehistro ng mga chainsaw at pagpuputol ng mga puno sa mga pribadong lugar, pati narin mga sumbong patungkol sa mga ilegal na gawain pangkalikasan. Dagdag pa niya, bukas din ang tanggapan ng CENRO Sta. Cruz sa mga ulat patungkol sa mga magagandang gawain na parehong makikinabang ang komunidad at ang ating kapaligiran at likas na yaman.

As part of the implementation of the Coastal and Marine Ecosystems Management Program (CMEMP), PENRO Cavite facilitated a lecture and meeting to the Local Government Unit of Naic. It was held on September 21, 2021 at  the Conference Hall of the DENR PENRO Cavite Office Building. It was spearheaded by PENR Officer Januel R. Peras with  the assistance from the Staff and personnel of Coastal and Marine Management Unit (CMMU) of this Office. The activity primarily aims to disseminate information about mangrove conservation and protection, specifically the notion of mangrove propagation and nursery establishment.

It was participated-in by twenty (20) participants comprised of  nine (9) males and eleven (11) females from the Municipal Agriculture Office of Naic and PENRO Cavite personnel.

During the lecture, Forester Ariane Mugol discussed the status of Mangrove Ecosystems in the Province of Cavite and the common mangrove species found in the province particularly the Rhizophora sp. (Bakauan); Avicennia sp, (Api-api); and Sonneratia alba (Pagatpat).  She also talked about the predictable and discrete ordering of mangrove species based on its unique intertidal environment, known as the mangrove species zonation.

DMO II Andrea A. Panganiban delivered the lecture on proper mangrove species collection and propagation specifically on Rhizophora, Avicennia, and Sonneratia alba species. Moreover, she discussed the procedures and site considerations on the establishment of a mangrove nursery and the process on how to collect mangrove species from its natural habitat prior to transplanting in seedbags.      

Chief Technical Services Division - Reynaldo A. Belen expressed his extensive gratitude to the LGU of Naic towards coastal and marine conservation initiatives. He said “lubos kaming nagpapasalamat sa LGU Naic, partikular sa Municipal Agriculture Office sapagkat kahit Pandemic ay narito upang matuto ukol sa mangrove conservation and protection. Nawa’y maraming kayong matutunan sa araw na ito”.

Furthermore, PENRO Peras emphasized how vital the mangrove ecosystem in harboring the coastal communities, as he said “Not all coastal cities/municipalities have mangroves, kaya mapalad ang mga bayan na may mga bakawan sapagkat mayroon ng protekta o barrier sa mga bagyo. Kaya sana protektahan at mapagyabong pa ang bakawanan sa inyong lugar.”

Moreover, health and safety measures against COVID-19 were properly observed and practiced during the activity.

We encourage the general public to take actions and be part of the solution contributory to environmental protection and conservation. Our simple ways of helping the environment could have an extensive ripple effect when we do it consistently.

In thirty-four (34) years of being established as Watershed Forest Reserve under Presidential Proclamation No. 156 and being identified as one of the initial components of National Integrated Protected Area System (NIPAS) under RA 7586, as amended by RA 11038 or E-NIPAS, the Alabat Watershed Forest Reserve (AWFR) is undertaking activities on its way to becoming a legislated Protected Area (PA).

However, prior to being a legislated PA by the Congress, AWFR should first be established under a new Presidential Proclamation that will determine the AWFR as protected area. 

This was one of the agenda of the public consultation spearheaded by AWFR Protected Area Management Office (PAMO) of CENRO Calauag on 17 September 2021, which was attended by representatives from LGU Alabat; barangay officials of Bacong, Caglate, Villa Victoria, and Villa Norte; farmers and irrigator associations; religious sector; Sangguniang Kabataan; Protected Area Management Board (PAMB); Kalipunan ng Ligang Pilipina (KALIPI); and some residents of concerned barangay.

During the consultation, PASu Romel David D. Rama rendered the highlights of the status of AWFR in becoming a protected area. 

PASu Rama emphasized that the PAMB has a significant responsibility in the management of AWFR.

Based on the result of the Protected Area Suitability Assessment (PASA) conducted last August to September 2020, AWFR has a total area of 688 hectares extending in Brgys. Bacong, Caglate, Villa Norte, and Villa Victoria. Moreover, the 54 Key Informants that have been interviewed during PASA have positive feedback in declaring the AWFR as PA.

The results of PASA revealed that AWFR is a very diverse ecosystem in terms of ecologically important species of flora and fauna; of which, threatened species of flora such as Narra, Bolong-eta, Kamagong, Molave, Amugis, Kalantas, Apitong, White Lauan, and others survive and thrive. Likewise, threatened species of fauna like Tarictic hornbill, Brahminy kite, olive-backed sunbird, Philippine pit viper, Philippine deer, and others also exist.

PASu Rama reiterated that based on overall result of the PASA, it was determined that AWFR is suited for the establishment as Protected Area under the category, Protected Landscape.

After the presentation of PASA result, the program ensued to the open forum. Participants representing the different sectors of the society aired their opinions and recommendations; and agreed in the establishment of AWFR as Protected Area under the category, Protected Landscape for the sake of the present and future generations. 

Ngayong taon, ang CENRO Sta. Cruz na may patnubay ng DENR CALABARZON at PENRO Laguna, ay naglunsad ng internal at external strengthening na kung saan ito ay naglalayon na mapalakas ang ugnayan sa pagitan ng DENR, Lokal na Pamahalaan at iba pang organisasyon upang maging katuwang sa patuloy na pagpapayabong at pagprotekta ng ating kapaligiran at likas na yaman.

Noong ika-25 ng Setyembre, 2021, ay nagkaroon ng isang Tree Growing Activity sa Cavinti Integrated National HighSchool, So. Calminue, Brgy. Cansuso, Cavinti, Laguna. Nakapagtanim ng 200 na punla ng Molave (Vitex parviflora), Mangga (Magnifera indica), Durian (Durio zibethinus), Rambutan (Nephelium lappaceum), at Guyabano (Annona muricata) ang  mga kalahok mula sa Lokal na Pamahalaan ng Cavinti na pinangunahan ni Mayor Milbert Oliveros, Philippine National Police (PNP) Laguna na Pinangunahan ni PCol. Serafin Petalio II, National Power Corporation (NPC) – Cavinti na pinagunahan ni Chief, CLWAT Edmond Enriquez, mga kawani ng DENR na pingunahan nina USEC. Edilberto DC. Leonardo, Regional Executive Director Nilo B. Tamoria, PENRO Ronilo L. Salac at OIC-CENRO Venerando U. Garcia.

Nagkaroon din ng isang Oath Taking Ceremony ang 25 na bagong Kaligkasan (Kaligtasan Kalikasan) Warriors mula sa PNP Laguna at Sangguniang Kabataan ng Cavinti. Sila ay nanumpa bilang pagsuporta at pananalig sa ano mang proyekto, programa, at adhikain ng ating pamahalaan patungo sa patuloy na pagprotekta ng kapaligiran at likas na yaman ng bansa.

Noong isang taon, nauna nang nagkaroon ng kasunduan ang PNP Laguna at DENR para sa proyektong SPLaKaM o “Samahang Pulis Laguna, Kapanalig Mo at Makakalikasan”, ito ay isang proyekto na naglalayon na magkaroon ng direktang pakikilahok sa mga aktibidad na may kinalaman sa pagpapalaki at pagpapanatili ng mga itatanim na mga puno bilang tugon sa banta ng pabago-bagong panahon.

Ang DENR ay naniniwala na sa pamamagitan ng pagkakaisa ng bawa’t isa, ay patuloy na mapoprotektahan at mapagyayabong ang mga natitira nating kagubatan at likas-yaman upang maibalik ang dati nitong sigla.

Rizal’s Provincial Environment and Natural Resources Office, thru Assistant Protected Area Superintendent (APASu) Forester Zosima Belen and Forester Aida Ceniza of Hinulagang Taktak Protected Landscape (HTPL) and Upper Marikina River Basin Protected Landscape (UMRBPL) respectively, conducted trainings on DENR Administrative Order 2013-30 or the Revised Guidelines on the Survey and Registration of Protected Area Occupants (SRPAO) to jumpstart the census for the areas.

SRPAO is being conducted in protected areas to provide the basis for the recognition of tenured migrants. To establish the official list of male and female household heads/heads of the family. To determine their actual number, the location, boundaries, and extent of the area occupied, as well as resource use of the protected area occupants and other entities. Enumerators will ascertain the period of occupancy of the protected area occupants.

Tenured Migrants are communities within protected areas that have actually and continuously occupied such areas for five (5) years before the designation of the same as protected areas under the NIPAS Act.

Based on a field survey conducted from November 2011 to December 2013, Marikina Watershed has 1,346 tenured migrants and 2,066 non-tenured migrants within its nine (9) barangays. While HTPL surveyed ten (10) qualified tenured migrants and seven (7) non-tenured migrants in 2010.

The updating of the SRPAO shall be used as input to the UMRBPL and HTPL area management zoning and planning; and will serve as the baseline in monitoring the increase in the number of migrants, and for other financing mechanisms. ###
