Calamba City, Laguna - The Department of Environment and Natural Resources CALABARZON Region entered into a Memorandum of Partnership Agreement (MOPA) with the Local Government Unit of Bay in Laguna province for the implementation of the Rapid Land Tenurial Appraisal (RLTA) in the said municipality on August 7, 2023.

Municipal Vice Mayor John Paul Villegas of Bay, Laguna acknowledged the guests and witnesses present in the ceremonial signing. He said “Nais ko pong ipahayag ang taos pusong pasasalamat sa lahat ng nag-aambag ng dedikasyon at pagsisikap na maisapinal ang Memorandum of Partnership Agreement sa pagitan ng Lokal na Pamahalaan ng Bay at DENR CALABARZON”

“Ako po ay nagpapasalamat sa DENR CALABARZON sa inyo pong inisyatibo na mapagaan ang mga hamon na kinakaharap ng aming nasasakupan pagdating sa usaping pagmamay-ari ng lupa” Vice Mayor Villegas added. 

 In addition, Municipal Mayor Jose O. Padrid apologized to Provincial ENR Officer Eriberto Saños of Laguna for the delay of the MOPA signing because their office meticulously reviewed the draft Agreement before entering into it. He added "ipinaliwanag naman ni Vice Mayor ang kahalagahan ng ganitong programa sa aming bayan, sapagkat kahit mismo kami ay nasasabat ko ‘yong mga problema ng mga tiga-Bay kalamitan ay wala pang titulo ang kanilang mga lupa.” 

Mayor Padrid said “this is the right time para maiayos natin ang problema ng Bayeños”. He assured that they will extend their full support to implementing the Agreement in their municipality. 

Pursuant to the Land Management Bureau's (LMB) Technical Bulletin No. 1 series of 2018, RLTA is a procedure used to clearly understand the local land tenure condition before beginning land titling activities.

DENR CALABARZON Regional Executive Director Nilo B. Tamoria stated that LGU Bay is the 18th municipality among the 284 cities and municipalities in the region that entered into an agreement to accelerate the titling processes by implementing RLTA.

RED Tamoria shared “ayon po sa tala ng DENR, at ang inyo pong Bayan ay may 15 barangay ay 40 pa lamang po ang napirmahan at nabigyan ng Residential Free Patent, samantalang 163 naman ang Agricultural Free Patent. Sa lawak po ng maaaring at potensyal na mapatituluhan natin sa bayan ng Bay ay ito lamang po inaabot ngunit sa pamamagitan ng RLTA ay mas mapapabilis po ang ating proseso”. 

Aside from the benefits of the RLTA, Tamoria emphasized that through the partnership, conflicts over land claims among the residents in the municipality can be avoided and resolved. 

The Assistant Regional Director for Technical Services Jose Elmber C Bascos, Provincial ENR Officer Eriberto Saños of Laguna, Technical Division Chief Divina Villaluz, Management Division Chief Mailene Gecolea-Laviña, Licences Patents and Deeds Division Chief Engr. Olivia G. Bejo, and selected staff from PENRO Laguna, Municipal ENR Officer Angelynne Lopez, ABC Chairperson Angelito M. De Mesa, Municipal Administrator Atty. Joanna Patricia R. Padrid, and the Sangguniang Bayan of Bay were also present during the ceremonial signing of the MOPA
