Pursuant to Presidential Proclamation No. 436, series of 2003, the Community Environment and Natural Resources Office (CENRO) Tayabas City and the City Government of Lucena officially issued the Certificate of Entitlement to Lot Allocation (CELA) to initial 50 identified home lot beneficiaries from the United Landing Urban Poor Association, Inc. (ULUPA).
The awarding ceremony was spearheaded by Honorable City Mayor Mark Don Victor B. Alcala, City Administrator Anacleto C. Alcala, Jr., assisted by CENR Officer Cyril A. Coliflores and PENRO Technical Services Division Chief Julieta P. Narte, and witnessed by the Department of Human Settlements and Urban Development (DHSUD) and Civil Aviation Authority of the Philippines (CAAP) representatives.
Based on the Proclamation signed by Her Excellency former President Gloria Macapagal-Arroyo on August 11, 2003, the abandoned airfield formerly owned by the CAAP in Brgy. Ibabang Iyam, Lucena City, with a total area of 17.6 hectares, shall be allocated to the Homeowners Association, employees of Lucena City Government, CAAP and Department of Environment and Natural Resources (DENR).
August 9, 2022, the DENR and Lucena Local Government Unit (LGU) signed a Memorandum of Agreement (MOA) for effective, efficient, and expedited disposition of lots for identified beneficiaries, which are legitimate members of the said organizations/agencies.
The DENR thru the Provincial Environment and Natural Resources Office (PENRO) Quezon and CENRO Tayabas City, former Housing and Urban Development Coordinating Council (HUDCC) now DSHUD, Presidential Commission for the Urban Poor (PCUP), City Government of Lucena, and People’s Organization – United Landing Urban Poor Association, Inc./Lucena City Government Employees Union, as the comprising body of the Local Inter-Agency Committee (LIAC), approved the issuance of CELA thru Insular Government Property Sale Application (IGPSA), pursuant to the provisions stipulated under Commonwealth Act 141, as amended.
LIAC serves as the focal structure that was purposely created to formulate the implementing rules and regulation of the Proclamation, in so far as the housing site is concerned as well as in the management of the disposition of the subject property and oversee its implementation.
CENRO Tayabas is still on its on-going processing of the certificates of the remaining lot area for distribution.
