Nagtagumpay ang Department of Environment and Natural Resources (DENR) sa pagsampa ng kaso laban sa wildlife trader na nahuli noong Hulyo ng nakalipas na taon na nagbebenta ng buhay na green iguana na itinuturing na kabilang sa mga “endangered species”.

Malugod namang nagpasalamat si DENR Secretary Roy A. Cimatu sa naging desisyon ng Quezon City Metropolitan Trial Court Branch 36 na kung saan ay napatunayang lumabag sa Republic Act 9147 o mas kilala sa tawag na Wildlife Resources Conservation and Protection Act of 2001 ang akusadong si Harriet Shelley Velarde.

Ang RA 9147 ay ang batas na nagbabawal sa pagpatay, pananakit, pangongolekta, pagbebenta at pagbiyahe ng anumang wildlife species na itinuturing na endangered at
nanganganib na maubos.

Si Velarde ay hinatulang mabilanggo ng isang taon at isang araw hanggang dalawang taon, at pinagbabayad din ng korte ng halagang P200,000.

Nagpasalamat si Cimatu sa naging desisyon ng korte dahil isa itong tagumpay ng ahensiya. Kasabay nito ay pinuri nya ang Biodiversity Management Bureau (BMB) ng DENR na patuloy ang ginagawang pagbibigay ng proteksiyon sa wildlife species partikular na ang mga endangered.

Base sa rekord, si Velarde ay naaresto noong Hulyo 18, 2018 sa isang entrapment operation na isinagawa ng National Bureau of Investigation-Environmental Crime Division (NBI-EnCD), matapos makatanggap ng impormasyon ang mga awtoridad na nagbebenta ito ng mga endangered species sa Quezon City.

Agad na nagplano ng operasyon ang NBI-EnCD at ang Philippine Operation Group on Ivory and Illegal Wildlife Task Force, na kilala rin sa tawag na POGI, sa harapan ng isang sari-sari store sa Barangay Sangandaan, Project 8, Quezon City.

Sa entrapment operation, isang asset ang nagpanggap na bibili ng green iguana sa halagang P10,000. Nang akma nang tatanggapin ni Velarde ang pera ay agad itong inaresto ng mga awtoridad.

Ang Task Force POGI ay binubuo ng grupo ng enforcers mula sa BMB, NBI-EnCD at Philippine National Police na may responsibilidad na hulihin ang mga iligal na nagbebenta ng wildlife species.

Wala ring naipakitang certificate of wildlife registration at iba pang permit mula sa DENR si Velarde upang mabigyan ng katwiran ang pangangalaga nito ng green iguana na itinuturing na endangered sa National List of Threatened Animal Species sa ilalim ng Administrative Order 2004-15.

Nakatala rin bilang endangered ang green iguana sa Appendix II ng Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). Napag-alamang ito ay mula pa sa South America, at iligal na dinala patungong Pilipinas.

Naglabas rin ng certification si BMB Director Crisanta Marlene Rodriguez na hindi binibigyan ng permiso si Harriet Shelly Velarde upang mangolekta, mag-ingat, magbiyahe at magtinda o mangalakal ng wildlife species.

Sa naging desisyon ni Presiding Judge Carlo Villarama noong nakalipas na Marso 13, napatunayan ng korte na lumabag si Velarde sa iligal na pagbebenta ng buhay na green iguana.

Hindi naman pinaniwalaan ng korte ang naging alibi ni Velarde na hindi sa kanya ang nakumpiskang wildlife species.

“The bare denial of the accused carries little weight as against the overwhelming positive testimonies of the prosecution witnesses,” sabi pa ng korte.

Tumayong saksi sa ginanap na paglilitis ang mga opisyal ng BMB, NBI-EnCD at ang Task Force POGI na kasama nang isinagawa ang entrapment operation.

Noong nakalipas na taon, naging matagumpay ang DENR at ang mga partner law enforcement agencies sa pagsasagawa ng 10 operasyon; pag-aresto ng 15 na lumalapastangan sa batas tungkol sa wildlife; pagkumpiska ng 2,000 piraso ng iba’t-ibang uri ng wild animals, mahigit 3,000 halaman at 100 kilo ng karne ng marine turtle meat na umaabot sa halagang P57 million; at pagsampa ng pitong kaso laban sa 15 katao.

Kamakailan din ay nakakumpiska ang Bureau of Customs at ng DENR Task Force POGI ng 1,500 piraso ng pagong sa Ninoy Aquino International Airport, at nanalo rin ito sa kasong isinampa sa nagbebenta ng Malay monitor lizard o bayawak. ###

Environment Secretary Roy A. Cimatu said he was overwhelmed by the turnout for the simultaneous cleanup of Manila Bay tributaries last Sunday as thousands took part in the event which was part of the massive efforts to rehabilitate the heavily polluted bay.

“We have been overwhelmed with the support we received from the public for the cleanup of Manila Bay tributaries. Indeed, nothing is impossible if we all work together,” Cimatu said, noting that public participation is crucial to the success of the rehabilitation dubbed as “Battle for Manila Bay.”

Based on the initial report of the Manila Bay Rehabilitation Operations Center set up by the Department of Environment and Natural Resources (DENR), around 16,000 people from 181 barangays in Metro Manila participated in the simultaneous cleanup activities along esteros and rivers that drain into the Manila Bay.

The report added that more than 70 tons of solid waste were collected from the esteros and rivers during the cleanup.

“Volunteerism is the most important part of the Battle for Manila Bay,” Cimatu said, noting that the tributaries account for the bulk of pollution load to the bay.

During his visit to the cleanup sites, Cimatu noted that improper disposal of solid waste was the major concern during the cleanup.

Under Republic Act 9003 or the Ecological Solid Waste Management Act of 2000, local government units are primarily responsible for waste segregation and disposal.

Cimatu, however, said the DENR—through its recently created four field offices in the National Capital Region—will assist Metro Manila localities in implementing RA 9003 to address the problem of solid waste in their waterways.

The cleanup activities were held in 21 impact sites, or those which are heavily polluted, in the river systems of Pasig, Marikina, San Juan, Parañaque, Pateros, Taguig Malabon-Navotas, Tullahan-Tinajeros and Las Piñas- Zapote.

Cimatu made the rounds of the cleanup sites to personally thank the volunteers for their support and inspect the status of the waterways. He was joined by DENR officials, Interior and Local Government Secretary Eduardo Año and Metropolitan Manila Development Authority Chairman Danilo Lim.

During his visit in Parañaque, Cimatu was overwhelmed by the mounds of solid waste that practically covered Tripa de Galina and the illegal settler families (ISF) who were living right beside the compacted garbage.

The DENR chief assured them they will be relocated to a better place, and called on all barangay residents to help in the cleanup.

In Manila, Cimatu cited the barangay captain who was hurt while overseeing the cleanup of Estero de Magdalena and extolled him for his dedication and support to the rehabilitation efforts.

In Quezon City, he delivered a message to the volunteers in the cleanup of San Juan River which traverses Barangay Doña Imelda.

“Nandito kami ngayon para ipakita gaano kaimportante sa gobyerno ang laban na ito,” Cimatu told volunteers in Quezon City.

Cimatu also visited Navotas River where he saw a huge number of ISFs residing beside the river. He said ISFs were also contributors to the pollution of esteros. Phase 2 of the Manila Bay rehabilitation includes the relocation of these ISFs.

In Caloocan City, Cimatu lauded the officials of barangays along the Tullahan-Tinajeros River System who signed with the DENR a commitment dubbed as “KasunduansaPaglilinis ng Tullahan-Tinajeros River System” for the rehabilitation of the river system which has a current coliform level of 92M mpn (most probable number)/100ml.

Cimatu underscored the need to restore Tullahan River to its original width and depth to prevent flooding in some parts of Quezon City. “Tullahan River is a challenge but we will be able to solve it,” he assured.

The former military chief also visited the portion of the Tumana Creek in Barangay Tumana in Marikina City that drains to Marikina River. ###

Labis na natuwa si Department of Environment and Natural Resources (DENR) Secretary Roy A. Cimatu sa kinalabasan ng ginanap na sabay-sabay na paglilinis sa Manila Bay “tributaries” noong nakalipas na linggo (March 31) kung saan ay libong katao ang nakiisa bilang bahagi ng isinasagawang rehabilitasyon ng maruming baybayin.

“We have been overwhelmed with the support we received from the public for the cleanup of Manila Bay tributaries. Indeed, nothing is impossible if we all work together,” sabi ni Cimatu at idiniin pa nito na malaking bahagi ang partisipasyon ng publiko sa ikatatagumpay ng rehabilitasyon sa tinaguriang “Battle for Manila Bay”.

Base sa inisyal na ulat mula sa Manila Bay Rehabilitation Operations Center na binuo ng DENR, umabot sa mahigit 16,000 katao mula sa 181 barangays sa Metro Manila ang nakiisa sa sabay-sabay na paglilinis ng mga estero at ilog na nakaugnay sa Manila Bay.

Ayon pa sa ulat, halos 70 tonelada ng basura ang nakolekta mula sa mga esteros at ilog sa ginanap na paglilinis. “Volunteerism is the most important part of the Battle for Manila Bay,” dagdag ni Cimatu at ipinaliwanag pa ng kalihim na ang mga basura mula sa mga “tributaries” ang nagpapalala ng polusyon sa Manila Bay.

Sa ginawang pagbisita ni Cimatu sa mga “cleanup sites”, napansin nito ang walang pakundangang pagtatapon ng basura ang dahilan kung bakit dumudumi ang mga daluyan ng tubig.

Nakasaad sa Republic Act 9003 o mas kilala sa tawag na Ecological Solid Waste Management Act of 2000 na ang lokal na pamahalaan ang may responsibilidad sa tamang paghihiwalay at pagtatapon ng basura sa kanilang nasasakupan.

Ayon kay Cimatu, magiging katuwang ng mga lokal na pamahalaan sa Metro Manila sa pagpapatupad ng RA 9003 ang apat na field offices sa National Capital Region na binuo ng DENR na layuning tumulong sa pagresolba ng problema sa basura sa mga daluyan ng tubig.

Ang ginanap na cleanup activities ay ginawa sa 21 lugar na marurumi ang river systems na kinabibilangan ng Pasig, Marikina, San Juan, arañaque, Pateros, Taguig, Malabon-Navotas, Tullahan-Tinajeros at Las Piñas-Zapote.

Nag-ikot din si Cimatu sa mga “cleanup sites” upang mag-inpeksiyon at personal na pasalamatan ang mga nag-volunteers na tumulong sa paglilinis. Kasama nito ang iba pang DENR officials, Department of the Interior and Local Government (DILG) Secretary Eduardo Año at Metropolitan Manila Development Authority (MMDA) Chairman Danilo
Lim.

Sa kanyang pagbisita sa Parañaque, nagulat si Cimatu sa tambak ng basura sa Tripa de Galina at sa mga illegal settlers families (ISF) na naninirahan malapit sa naturang lugar at nangako rin ang kalihim sa mga residente na ililipat sila sa maayos na relokasyon kasabay ng
pakiusap na tumulong ang mga ito sa paglilinis.

Sa Manila, pinuri ni Cimatu ang kapitan ng barangay na nasaktan sa isinagawang cleanup sa Estero de Magdalena at hinangaan din ito dahil sa kanyang ipinakitang dedikasyon at suporta sa rehabilitasyon.
Nagbigay naman ng mensahe ang kalihim sa Quezon City sa mga volunteers na naglinis sa San Juan River na makikita sa Barangay Doña Imelda.

“Nandito kami ngayon para ipakita gaano ka-importante sa gobyerno ang laban na ito,” sabi pa nito sa mga volunteers sa Quezon City.

Binisita din ni Cimatu ang Navotas River kung saan ay nagulat ito sa dami ng ISFs na naninirahan sa tabi ng ilog. Sinabi pa ng kalihim na ang mga ISFs ang malaking dahilan ng pagdumi ng mga estero. Ang ikalawang bahagi ng Manila Bay rehabilitation ay ang pagre-relocate sa mga ISFs.

Sa Caloocan City, pinuri rin ng kalihim ang mga opisyal ng barangays na nakasasakop sa Tullahan-Tinajeros River System na lumagda sa isang kasunduan na tinawag na “Kasunduan sa Paglilinis ng Tullahan-Tinajeros River System” para sa rehabilitasyon nito na kasalukuyang mayroong coliform level na 92M mpn (most probable number)/100ml.

Idiniin din nito na kailangang maibalik sa dating lalim at lawak ang Tullahan River upang maiwasan ang pagbaha sa ilang lugar sa Quezon City. “Tullahan River is a challenged but we will be able to solve ito,” pagtitiyak pa nito.

Pinuntahan din ng dating hepe ng militar ang bahagi ng Tumana Creek na matatagpuan sa Barangay Tumana na ang tubig ay patungo sa Marikina River. ###

Some 42 barangays will converge for the massive simultaneous Tullahan-Tinajeros River System clean up on March 31, 2019 in support to the Battle for Manila Bay being spearheaded by the Department of Environment and Natural Resources (DENR).

Captains in these 42 barangays in the cities of Quezon, Caloocan, Valenzuela, Malabon and Navotas are also set to ink a memoranda of agreement with the DENR, dubbed as Kasunduan.

The agreement underscores the barangays’ commitment to help improve water quality, proper management of solid wastes, including the promotion of waste reduction, reuse and recycling, partnership in community mobilization, and in information and education campaigns for water quality and solid waste management, habitat restoration, climate and disaster resiliency.

Simultaneous river, creek, estero and waterwaysclean up will be conducted by all barangays covering the Tullahan-Tinajeros river system including private sector partners and other national government agencies supporting the rehabilitation of these creeks.

DENR Secretary Roy A. Cimatu said that the rehabilitation of this very important river system will positively affect efforts to clean up Manila Bay.

“These creeks are key tributaries that discharge their wastes to Manila Bay. By ensuring that wastes from both Tullahan and Tinajeros Rivers, and their creeks are addressed, we can expect significant improvement in the Bay’s water quality,” Cimatu said.

The Tullahan- Tinajeros River System spans 27 kilometers, from La Mesa Water Reservoir in Fairview, Quezon City, all the way to the mouth of Manila Bay at Centennial Park in Navotas City. It is one of the most polluted waterways in Metro Manila and a major tributary of Manila Bay.

San Miguel Corporation recently pledged assistance for the dredging and clean up of the river. Other private sector partners such as the North Luzon Expressway (NLEX), Vanson and Boysen Philippines have also pledged continuing support to the rehabilitation of the creeks and tributaries of the Tullahan River.

To draw attention to the campaign, the DENR in partnership with selected local government units and barangays will conduct a community mural painting in strategic locations in Quezon City, Caloocan, Malabon, Navotas and Valenzuela, with paint donations from Boysen Philippines, and paint materials from NLEX, March Resources, Vanson, Innovative Packaging, and Amtes Corporation.

The mural painting will feature some drawings made by AG Sano himself, a renowned mural artist and climate change advocate, and volunteer artists from the group, Art Attack.

Sano said that the mural paintings will remind and inspire the public on the importance of the rehabilitation efforts being conducted in various waterways in Metro Manila.

The aforecited simultaneous clean up of the creeks and tributaries in the Tullahan-Tinajeros River System is a joint partnership of the DENR with other national government agencies such as the Department of Interior and Local Government with selected cities and barangays, Department of Public Works and Highways, Metro Manila Development Authority, the private sector, the schools and civil society organizations.###

Magtutulong-tulong ang 42 barangays sa isasagawang sabay-sabay na paglilinis sa Tullahan-Tinajeros River System na gaganapin sa Marso 31, 2019 bilang bahagi ng proyektong “Battle for Manila Bay” na pangungunahan ng Department of Environment and Natural Resources (DENR).

Nakatakda ring lumagda sa memoranda of agreement ang DENR at ang mga kapitan ng 42 barangays sa mga lungsod ng Quezon, Caloocan, Valenzuela, Malabon at Navotas na
tatawaging “kasunduan”.

Layunin ng kasunduang ito na tuparin ng mga kapitan ng barangay ang kanilang mga pangakong tulong sa paglilinis ng river system kabilang na dito ang pagpapanatili ng malinis na kalidad na tubig, tamang pagtatapon ng basura, information and education campaigns ng water quality at solid waste management, habitat restoration, climate and disaster resiliency.

Ang sabay-sabay na paglilinis ng ilog, sapa, kanal at iba pang daluyan ng tubig ay isasagawa sa mga barangay na nakasasakop sa Tullahan-Tinajeros river system habang
katuwang din sa proyektong ito ang mga private sector partners at iba pang national government agencies na sumusuporta sa gawaing ito.

Ayon kay DENR Secretary Roy A. Cimatu, ang isasagawang rehabilitasyon sa river system ay malaki ang magiging positibong epekto sa paglilinis ng Manila Bay.
“These creeks are key tributaries that discharge their wastes to Manila Bay. By ensuring that wastes from both Tullahan and Tinajeros Rivers, and their creeks are addressed, we can expect significant improvement in the Bay’s water quality,” sabi ni Cimatu.

Ang Tullahan-Tinajeros River System ay may habang 27 kilometers na nagmumula sa La Mesa Water Reservoir sa Fairview, Quezon City hanggang sa bunganga ng Manila Bay sa Centennial Park sa Navotas City. Ito rin ang pinakamaruming waterways sa Metro Manila patungo sa Manila Bay.

Kamakailan ay nangako ang San Miguel Corporation ng suporta sa paghuhukay at paglilinis ng naturang ilog. Kabilang din sa mga private sector partners na magbibigay ng
tulong para sa rehabilitasyon ng Tullahan River ay ang North Luzon Expressway (NLEX), Vanson at Boysen Philippines.

Upang makakuha ng atensiyon sa kampanyang ito, ang DENR sa pakikipagtulungan ng ilang local government units at barangays ay magsasagawa ng “community mural painting sa mga piling lugar sa Quezon City, Caloocan, Malabon, Navotas at Valenzuela kung saan ay manggagaling ang pintura mula sa Boysen Philippines habang ang paint materials ay magmumula naman sa NLEX, March Resources, Vanson, Innovative Packaging at Amtes Corporation.

Itatampok sa mural painting ang mga gawa ni AG Sano na kilalang mural artist at climate change advocate, magiging katuwang din nito ang mga artists mula sa grupong Art Attack.
