To strengthen the preparedness and responsiveness of its Quick Response Team (QRT) during disaster situations, the Provincial Environment and Natural Resources Office (PENRO) - Laguna joined forces with the Los Baños Municipal Disaster Risk Reduction and Management Office (MDRRMO) and the Bureau of Fire Protection (BFP) Los Baños in the conduct of a refresher course on Standard First Aid (SFA) and Basic Ropemanship from March 4-5, 2024 at the DENR CALABARZON Regional Land Records Extension Office, Lalakay, Los Baños, Laguna.

Laguna PENR Officer Venerando U. Garcia emphasized that mobilization and strengthening of the QRT has been one of his priorities even during his tenure as the CENR Officer of Sta. Cruz, Laguna. He said he recognizes the importance of empowering the personnel with knowledge and skills to respond with agility and assurance during emergencies. 

Led by the dynamic leadership of Ms. Cynthia N. Quintans, Head of Los Baños MDRRMO, and in collaboration with BFP Los Baños represented by Fire Officers Dominic Paul C. Perez and Ralph Rajany P. Salandanan, the training delved into critical topics ranging from the fundamentals of first aid, splinting, and bandaging, to basic ropemanship as essential components in responding to emergencies.

Utilizing a blend of interactive discussions, hands-on demonstration, and written examinations, the resource speakers ensured that the participants not only understood the theoretical aspects but also possessed the practical skills needed to navigate medical emergencies effectively. Participants gained invaluable insights on the responsibilities of first aid providers and were able to develop skills and confidence to deal with any type of emergencies. 

This collaboration of PENRO, MDRRMO, and BFP Los Baños underscored the commitment of the respective offices towards strengthening resilience in the face of disasters. By arming the QRT with critical life-saving skills, PENRO not only enhances the safety and well-being of its own personnel but, more importantly, amplifies their capacity to serve as emergency responders in times of disaster. 

PENRO Garcia said similar initiatives such as additional training sessions in responding to grass fires and forest fires, may take place in the near future, all to ensure that the QRT remains at the forefront of disaster preparedness and response efforts.
