The DENR CENRO Lipa, in its bid to further strengthen partnership on public land titling and improve lives through providing security in land ownership, cascaded the Rapid Land Tenure Appraisal (RLTA) and Land Titling Program in Malvar, Batangas. Spearheaded by the Regulation and Permitting Section of the Office, the event is in pursuance of the objectives of the Memorandum of Partnership Agreement (MOPA) signed last year between the Municipality of Malvar and DENR Region IV-A CALABARZON.

RLTA is a barangay profiling activity designed primarily to establish a comprehensive database and mapping of the status of land parcels in the cities and municipalities which were covered by Cadastral Surveys done more than 30 years ago. The actual lot inventory will reveal how much of the remaining untitled lots are readily available and workable for issuance of land patents.

The acceleration of land titling is a priority of the current administration through the Improved Land Administration and Management. However, public land titling efforts are met with the challenge of  accurately identifying the actual number of the remaining untitled Alienable & Disposable lands based solely from the cadastral records of the DENR. The situation has become more challenging on account of the fragmented records from other government agencies and offices involved in  land administration, and even have their own land titling activities, such as the Courts, the Land Registration Authority (LRA), and the Department of Agrarian Reform (DAR) . But with the Rapid Land Tenure Appraisal, the DENR and the LGU will be more able to jointly implement administrative land titling accurately and systematically. ###
