In a bid to further improve the implementation of procurement processes, DENR-PENRO Laguna and DENR-CENRO Sta. Cruz, Laguna held a three-day training on Republic Act 9184 otherwise known as the “Government Procurement Reform Act” and its 2016 Revised Implementing Rules and Regulations (IRR) on February 13-15, 2024 at the DENR CALABARZON Regional Records Extension Office. 

The learning event was organized by the PENRO Management Services Division (MSD) through the Administrative Unit in collaboration with the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) to ensure comprehensive understanding of the guidelines and procedures involved in government procurement consistent with the said law while cultivating transparency, efficiency and fair competition in the procurement process of the office. Bids and Awards Committee (BAC) members, secretariat, and Technical Working Group (TWG), as well as the end-users and other personnel involved in procurement matters, attended the said activity. 

Mr. Josue O. Mirabite, Professor at the Batangas State University and De La Salle University; Mr. Leoncio A. Arellano, Acting Chief Administrative Officer, Department of Budget and Management (Region 4-A); and Dr. Gilchor P. Cubillo, Professor III, Cavite State University, served as the resource speakers.

The topics discussed during the training included Alternative Methods of Procurement, Planning and Budgeting Linkages, Procurement Reports, and Preparation of Bidding Documents. The resource speakers also tackled the preparation of the 6th edition of Philippine Bidding Documents for Goods and Services and/or Infrastructure Projects, the Procurement Monitoring Report and Overview of Agency Procurement Compliance and Performance Indicators, and Agency Procurement Compliance and Performance Indicators.

PENRO Laguna and CENRO Sta. Cruz believe that having a thorough comprehension of various procurement regulations is significant in ensuring seamless implementation of projects, building trust among stakeholders, and contributing to the overall success of the Department’s programs, projects, activities and initiatives.###
