A 3-day Capacity Building and Learning Event intended for the Protected Area Management Board (PAMB), PAMB Secretariat and Protected Area Management Office (PAMO) Staff of Quezon Protected Landscape (QPL) was held on May 17-19, 2022 at Nawawalang Paraiso Hotel and Resort, Brgy. Camaysa, Tayabas City.

Atty. Rolando R. Recto, the resource speaker and the Municipal Administrator of Gumaca, Quezon discussed to the participants the Republic Act No. 11038 or the Enhanced National Integrated Protected Area Systems (ENIPAS) Act of 2018 including its Implementing Rules and Regulations (IRR). Recto highlighted that the air, water and accessibility through the Zigzag Road of QPL are the best examples of the ecosystem goods and services that the community within the protected area are paying for. Aside from these, he also imparted his knowledge and expounded the Republic Act. No. 7586 or the National Integrated Protected Area Systems (NIPAS) Act of 1992, the foundation of the ENIPAS.

Engr. Cyril A. Coliflores, the Community Environment and Natural Resources Officer (CENRO) and current Protected Area Superintendent (PASu) of QPL stressed the importance of the capacity building for all the participants which the purpose is for the proper management and implementation of laws within the protected area.

On the third day of the event, the participants had the opportunity to visit Maulawin Spring Protected Landscape (MSPL) located in Guinayangan, Quezon. During the visit, a lecture on “The Green Fund” was presented and shared by the Municipal Planning and Development Coordinator (MPDC) Engr. Russell C. Narte of Guinayangan, Quezon. There, he shared the strategies of their municipality on the collection they are executing through the Guinayangan Water District (GWD), intended for the continuous rehabilitation of MSPL with close coordination with the PAMO-MSPL and CENRO Calauag. Narte also stated that this strategy may help and be applied by all other protected areas including Quezon Protected Landscape.
