Ang Community Environment and Natural Resources Office (CENRO) Tayabas City ay tumulong upang maisagawa ang Tree Planting Activity sa Palsabangon Mangrove Swamp Forest Reserve (PMSFR) sa ikatlong araw ng 2022 Disaster Risk Reduction and Management (DRRM) Youth Camp noong nakaraang Agosto ng Department of Education (DepEd) at DRRM.

Humigi’t kumulang 1,400 bilang ng Bakauan babae (Rhizophora mucronata) at Bakauan lalaki (Rhizophora apiculata) ang itinanim sa 1.5-hectare area na napapaloob sa PMSFR, ng mga dumalong kinabibilangan ng mga mag-aaral, guro, tagapayo, at kawani ng mga nabanggit na ahensiya.

Mainit na tinanggap ng CENR Officer at Protected Protected Area Superintendent (PASu) ng PMSFR na si Engr. Cyril A. Coliflores ang mga dumalo sa pamamagitan ng pagbibigay-diin sa kahalagahan ng pagbisita sa protected area. Inaasahan ni Coliflores na sa pamamagitan ng pagsasaloob at pagbibigay-halaga sa kagandahan ng lugar, ay mababago ang pananaw ng mga ito sa kalikasan at magsimulang maging tagapag-ingat nito.

Nagbahagi naman ng impormasyong may kinalaman sa Climate Change Mitigation at Adaptation si Forest Technician II/Information Officer Hanilyn R. Yara. Binigyang diin niya ang importansiya ng pagtatag sa mga protected area sa buong Pilipinas at kung paano ito nauugnay sa mitigation ng climate change. Ayon din sa kaniya, apat (4) mula sa kabuuang bilang na 12 protected areas sa probinsiya ng Quezon ay napapaloob sa hurisdiksiyon ng CENRO Tayabas. Isa na rito ang PMSFR na matatagpuan sa Brgy. Ibabang Palsabangon, Pagbilao, Quezon.

Nagbigay kaalaman din sina Technical Staff Mel Francis R. Gendrano, Admin Aide VI Pauline D. Salivia at Park Maintenance Foreman Henry G. Basco kung saan ipinaliwanag nila ang halaga ng mangrove ecosystems, ang pinagkaiba nito sa terrestrial ecosystems, ang mga kakaibang katangian nito, at ang lokasyon, sukat, mga pasilidad at pamamahala sa PMSFR. Itinuro rin nila ang tamang paraan ng pagtatanim ng mangrove bago tumungo sa pagtataniman.

Nagmula ang mga delegado ng DepEd sa iba't ibang distrito tulad ng Sampaloc, Mauban North, Mauban South, Lucban, Pagbilao 1, Pagbilao 2, Sariaya East, Sariaya West, Candelaria East, Candelaria West, Tiaong 1, Tiaong 2, Dolores at San Antonio.

Ang lecture at planting activities ay isinagawa sa pamamagitan ng paghahati-hati sa mga kalahok sa tatlong (3) grupo upang ma-accommodate ang kanilang dami o bilang at upang makasunod sa health protocols at restrictions na may kinalaman sa COVID-19.

Tanglaw ng Dagat, a People’s Organization (PO) volunteered to take over the management and operation of the Community-Based Forest Management Agreement (CBFMA) in lieu of its mother organization, Kinagunan Multi-Purpose Cooperative Inc. (KMPCI).

The CBFMA No. 25024 covers a total of 100 hectares of mangrove area in Brgy. Kinagunan, Padre Burgos, Quezon, was awarded on May 25, 2000 to KMPCI. Under this agreement, the PO is entitled to use and develop the area and its resources for 25 years and renewable for another 25 years. 

Their performance based on the agreement is being evaluated by the Community Environment and Natural Resources Office (CENRO) Tayabas City. Included in the evaluation are the activities and involvement in forest rehabilitation and protection, development of alternative livelihood opportunities, forest products utilization, linkaging, Five-Year Work Plan (FYWP) of the PO, and other activities consistent with their Community Resource Management Framework (CRMF). 

During the compliance monitoring of CENRO Tayabas City with KMPCI, it was noted that KMPCI has experienced organizational constraints due to the inactive status of some officers and members of the organization who have already transferred their residencies to other municipalities.

However, Mr. Florante Mendiola, the head of Tanglaw ng Dagat, initiated the takeover for the CBFMA. He stressed that their organization has been actively doing their part within the CBFM area and so they volunteered to continue and absorb the full responsibilities of the KMPCI in the management and operations. 

As agreed and to strengthen the foundation of the said proposition, the Tanglaw ng Dagat was advised to: hold a meeting-consultation with the remaining members of the KMPCI and the other three (3) organizations under its umbrella to get their approval and affirmation; and register to Securities of Exchange Commission (SEC) to establish its legal personality under the CBFM program.

A written agreement will be circulated to all the remaining officers and members of the concerned organizations for their information, signature and concurrence. 

CENRO Tayabas will continue to provide technical assistance to ensure the compliance of Tanglaw ng Dagat once the transfer of functions has been officially made. Other developments in the area will be closely monitored by its Monitoring and Enforcement Section personnel and the CBFM coordinator.

        PENRO Cavite through its Coastal and Marine Management Unit provided technical assistance to the Provincial Government of Cavite during the conduct of a site visit by the Regent of Tangerang Regency of Indonesia. The visit aims to identify the best practices and other relevant data needed for effective implementation of the Integrated Coastal Management (ICM) in Cavite. It is also a part of the preparatory phase to the forthcoming forum on Partnership in Environment Management for the Seas of East Asia (PEMSEA) Network of Local Governments in October 2022 which will be held in Indonesia. 

The visiting team led by the country manager of PEMSEA Ms. Shiela Padayao, went to the Pawikan Conservatory Area in Brgy. Labac, Naic and had a brief assembly with Ternate Municipal Mayor Lamberto D. Bambao to showcase several projects concerning coastal and marine management of the municipality.

Development Management Officer II Andrea Panganiban presented the initiatives of PENRO Cavite on the establishment of Ternate Marine Park (TMP) as well as the provision of technical and financial assistance to “Buhay at Kabuhayan sa Nayon” (BUKANA) a beneficiary of the Biodiversity Friendly Enterprise (BDFE) project in Ternate engaged in shrimp paste and shrimp sauce making. DMO II Panganiban, emphasized that those initiatives were identified contributory to the implementation of the Coastal and Marine Ecosystems Management Program pursuant to DENR Administrative Order 2016-26 “Guidelines of the Implementation of CMEMP” and anchored to DENR priority programs specifically the Scaling up of Coastal and Marine Ecosystems. 

Major accomplishments within TMP include the conduct of underwater and shoreline clean-ups in the Core Zone of the park; installation of marker buoys; discovery of Coral Gardens; and engagement in MPA Networking. Likewise, the salient information about the park’s management plan and its other relevant procedures were also showcased during the assembly. 

The Chief of the Conservation and Development Section Alipia Espiritu of PENRO Cavite mentioned that the cited initiatives were just a fraction of the possible success that might be astounded in TMP. She emphasized that there is still a need for a collaborative effort among different agencies and stakeholders to achieve the activities/milestones stipulated in the TMP Management Plan, specifically the provision of technical assistance; availability of funding agencies/institutions and other success factors.

Afterwards, the team headed to Caylabne Bay Resort to visit the Core-Zone or the no take zone of TMP to personally enjoy the nature as well as to appreciate several species of corals; fish; clams and other marine organisms that are co-existing in the area. ###

The Coastal and Marine Ecosystems Management Program (CMEMP) Team of CENRO Calauag has conducted ground truthing of river systems located within the territorial jurisdiction of Plaridel, Quezon through GPS tracking and drone survey.

Said undertaking is relevant to the creation of a map of Siain River and Ilusong Creek, comprising the major river system that drains along the municipality of Plaridel down to their receiving water body, Lamon Bay.

The ground truthed map of the aforesaid water bodies is part of the Inception Phase, the 1st phase of the Integrated Coastal Management (ICM) mainstreaming process to the Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP) of Plaridel, Quezon, which is based on the BMB Technical Bulletin No. 2002-02.

ICM is the government’s program to ensure coastal and marine management involving different stakeholders in the protection and management of coastal and marine resources and ecosystem, with consideration to the ecological connectivity to social and environmental systems using the ridge-to-reef approach.

On August 09, 2022, a turn-over ceremony was conducted in the Barangay Hall of Santiago, Sto. Tomas City. The activity was attended by City Mayor Atty. Arth Jhun A. Marasigan with the presence of DENR CENRO Lipa staff and personnel headed by CENR Officer Allan Willard Estillore together with Senior EMS/Focal of MBSCMO-Batangas Josefa Lozada, PMFTC Personnel headed by its Operations Director Nikolas Sovlakis together with EHS/Sustainability Manager Estrella Raquin and Barangay Officials headed by Barangay Captain Aniceta Marasigan.

It was highlighted during the ceremony the importance of Public-Private Partnership (PPP) in conservation and protection of our environment. Acceptance of responsibilities in terms of waste collection was accommodated by LGU of Sto. Tomas thru its’ City Environment Officer and Natural Resources Office headed by Mr. Eric Velasco.

The litter boom was installed in Munting River traversing Brgy. Santiago, Sto. Tomas City leading to San Juan River. It is funded and initiated by Philip Morris Fortune Tobacco Corporation (PMFTC) Inc. through their partner NGO/grantee, Jaime V. Ongpin Foundation, Inc. (JVOFI), in collaboration with CENRO Lipa.

The Litter Boom is a structure/device consisting of a partly submerged floating boom positioned in a waterway designed to capture highly buoyant and visible pollutants/litter before it flows farther downstream by using the current to guide debris into the trap. This infrastructure continuously operates without any mechanical assistance to capture floating litter. Installation of the litter boom was monitored and inspected by MBSCMO Staff. It was noted that they have also installed a fixed steel ladder as an access going down the river during cleanup and maintenance of the litter boom.
