Issuance of land patents has always been a top priority program of CENRO Lipa City over the years. In line with its mandate to provide security of tenure to government lands and properties being actually occupied and utilized for public purposes, the Office has continued to process applications for issuance of Special Patents in the name of national government agencies, public institutions and local government units. This year, a total of ten (10) Special Patents were processed and distributed to Local and National Government Institutions under the jurisdiction of CENRO Lipa City. CENRO Lipa has completed the processing and issuance of fifty (50) special patents to various agencies and institutions, including the Philippine National Police (PNP), since the Implementing Rules and Regulations of RA 10023 liberalized land titling issuance to unregistered properties of the government.

On December 07, 2023, awarding of Special Patents granted to the Philippine National Police stationed in the Municipalities of Malvar, Mabini and Alitagtag, Batangas was spearheaded by PENR Officer Noel M. Recillo and CENR Officer Allan Willard M. Estillore. The grant of Special Patents has firmed up the tenure and ownership of the PNP over the respective parcels of land where the local police stations are established.

PENRO Recillo and CENRO Estillore both recognized the collaborative efforts of CENRO Lipa City and Philippine National Police of the three municipalities for their persistence to fast-track the processing of their land titles.

“Nagpapasalamat po kami na nagkaroon po ang Malvar Police Station ng titulo ng lupa. Sa amin po sa PNP kapag may conference ay nababangit ang pagkakaroon ng land title, at ngayon meron na po at nandito na kaya nagpapasalamat po kami sa inyo”, Police Captain Nemecio Calipjo, Jr. uttered during his message after the distribution.

Special Patent is a land patent issued to grant, cede and convey in full ownership alienable and disposable lands of the government upon promulgation of a special law or act of Congress or a proclamation by the President of the Republic. Section 4 of Republic Act 10023 provides that public land actually occupied and used for public schools, municipal halls, public plazas or parks and other government institutions for public use or purpose may be issued special patents - an authority granted to the PENR Officer who approves the issuance of special patent. ###
