Calamba City, Laguna - The Department of Environment and Natural Resources (DENR) currently has an on-going 5-day strategic workshop targeted to formulate a programmable work plan on the institutionalization of ENR law enforcement for the whole country on November 22-26, 2021 at Lima Park Hotel in Malvar, Batangas.

The strategic workshop is attended by DENR Secretary Roy A. Cimatu, Offices of the UnderSecretary, Assistant Secretary, Regional Executive Directors nation-wide, MGB and EMB Regional Directors, and various staff and personnel of the Agency. 

Objectives of the workshop are targeted in policy and direction setting which shall be analyzed using overarching framework/institutional direction, structural and institutional approach, and innovative systems approach.

The formulation of strategies and priority actions for 2022-2027 shall also be discussed, targeting the enforcement of relevant ENR laws in determining priority hotspots for illegal activities and violations, developing strategies, objectives and priority activities, and determining appropriate knowledge in skills needed to perform enforcement tasks. Strategic planning in closing institutional gaps shall also be evaluated as well as promoting emerging models and best practices in law enforcement.

DENR CALABARZON Regional Executive Nilo B. Tamoria warmly welcomed the participants. “Ang ating pagpupulong sa araw na ito ay bahagi ng mga nailatag na nating mga aktibidad para lubos na mapagkasunduan at mabigyan ng direksyon ang pagpapalakas ng enforcement mandate ng ating Kagawaran” RED Tamoria said.  “Bahagi po ng pagpapalakas ng ating enforcement ay naisalang na po natin sa kongreso ang panukalang Enforcement Protection Enforcement Bureau (EPEB). Inaasahan po natin ang patuloy na pagdinig nito sa mataas na kapulungan” he added.

In the Region, DENR CALABARZON has conducted various activities to further strengthen the implementation of ENR laws, and the conservation and protection of the Region’s natural resources. 

According to RED Tamoria, “through our Deputized ENROs and WEOs, the agency was able to promptly act on enforcement reports. Additional lawyers were hired region-wide to help in the conduct of investigation and provide legal assistance in the filing of cases. “

He also acknowledged the possible dangers and threats in being an environmental enforcer, “we will also ensure the protection of our employees through close coordination with ELEPS and conduct of continuous professional development of our personnel” he added.

For the first three quarters of the year, DENR CALABARZON has already received 526 complaints and was able to act on hundreds of complaints related to Environment and  Natural Resources.

           Various efforts and initiatives of the Agency are focused on strengthening enforcement of relevant ENR laws in aiding natural environmental degradation.
