A memorandum of Partnership Agreement between DENR CALABARZON and the Municipality of General Nakar for land titling was signed at the Municipal Hall of General Nakar, Quezon last November 5, 2021.

The MOPA aims to expedite the land titling process and develop an organized land record for the Municipality of General Nakar. “Ang esensya ng ating pagtutulungan ay para magkaroon ng one-stop shop ang ating mga mamamayan para mapabilis ang pagpapatitulo at ma-harmonize ang land information system. Ang intension ay mapadali ang proseso at maayos ang land record ng ating tanggapan,” said DENR CALABARZON Regional Executive Director Nilo B. Tamoria. 

CENRO Real CENR Officer Oliver Olivo shared that General Nakar has the largest land area among the municipalities in Quezon, hence selected for the MOPA. Further, DENR CALABARZON Licenses, Patents, and Deeds Division Chief Olivia G. Bejo emphasized that there are still 2 Million parcel of land in the country which have yet been titled and based on the initial assessment of DENR, there are more than 1,500 potential lots for titling in General Nakar.

The MOPA primes for the implementation of Rapid Land Tenurial Appraisal which will provide a clear picture of the land tenure situation on the ground before land titling operations are entered into the area. “Ang Rapid Land Tenurial Appraisal ay makakatulong sa pag-accelerate ng ating land titling through a barangay approach. Sa tulong ng local government ay maipo-profile natin ang ating kalupaan,” Bejo said.

Meanwhile, DENR CALABARZON Assistant Regional Director for Technical Services highlighted security of tenure as one of the importance of a titled land. He also mentioned that the MOPA will help in the development of the Municipality as it will pose positive impact on the value of land.

General Nakar Mayor, Hon. Eliseo R. Ruzol, expressed his gratitude for the partnership as the MOPA will benefit both the people of Nakar and the municipality in terms of economic aspect. “Isang makasaysayang araw para sa lokal na pamahalaan ng General Nakar at sa Kagawaran ng Kapaligiran at Likas Yaman na pinag-isa upang tugunan ang matagal nang problema ng ating mga kababayan dito sa Nakar – ang pagkakaroon ng lehitimong katibayan na sila ay nagmamay-ari ng lupa. Habang tinutulungan natin ang mga mamayan ng General Nakar na magkaroon ng lehitimong katibayan sa kanilang lupain ay tinutulungan din natin ang ating lokal na pamahlaan sa pang-ekonomikong pamamaraan para sa patuloy nitong pag-unlad,” Ruzol said.

Further, the DENR CALABARZON will provide pertinent training and capacity buildings for the municipal personnel of General Nakar to equip them with technical know-how on land administration and management. Tamoria said “Palalakasin po natin ang kapasidad ng lokal na pamahalaan para on your own ay kaya niyo po.”

The DENR CALABARZON is encouraging other Local Government Units to enter into an agreement with the Department to facilitate the processing of land titles. ###
