The Monitoring and Enforcement Section (MES) of DENR-CENRO Catanauan headed by OIC-CENRO Ramil J. Gutierrez, spearheaded a meeting relative on the proposed application of appropriate tenurial instrument of Samahan ng Bantay Kalikasan, a newly organized People’s Organization in the community of Brgy. Bacong Ibaba, Gen. Luna, Quezon held on October 14, 2022. 

Peoples’ Organization (PO) President, Rodolfo T. Rioflorido, seek assistance from the CENRO on necessary steps to acquiring tenurial instrument over the land area covering 0.17 hectares which has, accordingly, has no claimant for so many years and was assumed by the PO to be public land. Said land area was situated between the two (2) Fishpond Lease Agreements (FLAs). He also added that they wanted necessary permits to operate a fishpond.

CENRO Gutierrez emphasized the Executive Order 263 or the Adoption of Community-Based Forest Management (CBFMA) as the national strategy to ensure the sustainable development of the country’s forestlands resources. He stressed that a CBFMA may be granted to the PO as a tenurial instrument provided that said tract of land is verified by CENRO Catanauan as public land/forestland and that the PO is registered to Securities and Exchange Commission (SEC). However, if the said tract of land is verified as Alienable and Disposable Land (A&D), therefore, no tenurial instrument shall be processed by the DENR in favor of the interested POs.###
