• Processing and Issuance of Permits for Wildlife Collection, Trade and Scientific Researches 

For the whole period of CY 2012, 82 wildlife permits were issued by the DENR CALABARZON Region. Out of the 82 permits, 6Wildlife Gratuitous Permits (WGPs) were issued to International Rice Research Institute (IRRI), Ms. Emer Gestiada and Marion John Michael Achondo for their research/projects in the province of Laguna. Rapid Site Assessment of HARIBON Foundation within Upper Marikina River Basin Protected Landscape (UMRBPL) was also issued WGP.

In addition, 58 Wildlife Export (40) and Import (18) permits were issued to PULIDO Apparel Co., Inc., Quality Gloves Manufacturing Corporation, AVILON Wildlife Conservation Foundation and School of Practical Veterinary Management, Inc., UNI-Green, Inc., Dr. Edwino S. Fernando and YSOBELLA Trading, International Rice Research Institute (IRRI) and Tayabas Orchids for the exportation and importation of Non-CITES wildlife and wildlife by-products.

Moreover, 18 Wildlife Special Use Permits (WSUP) were issued to Kinder Zoo, Inc. and Ms. Isabel Garchitorena for their wildlife exhibits/shows in SM Taytay, Sta. Lucia East Grand Mall, Picnic Grove, Tagaytay and Enchanted Kingdom.

 

 Monitoring and Inspection of Stocks for the Issuance of Local Transport Permits (LTPs)

A total of 240 Local Transport Permits (LTPs) were issued by the Community Environment and Natural Resources Offices (CENROs) for the transport of wildlife, wildlife by-products and derivatives from their respective areas of jurisdiction to its final destination.

 

• Annual Inspection and Validation of Stocks of Wildlife Permittees

Eighty-seven (87) wildlife permit holders (Wildlife Farm Permit [WFP] and/or Certificate of Wildlife Registration [CWR]) were inspected and validated for CY 2012.

Wildlife stock inventory and monitoring in the province of Cavite was undertaken in its 21 CWR holders namely, Angelina Pulido, Tolentino and Annabelle Dy, Jonnel Castrillo, Joseph Veloso, Rev. Dr. Irving de Mesa/Catherin de Mesa, Bernard Cenizal, Prudencio Llesis, Norlinda Buhay, Norlinda Agustin, Arman Pelagio, Dionisio Perlas, Felipe Echaluce, Roy Bernardo, Marlon Borbon, Imelda Cenizal, Jonathan Carpio, Jose Oliver Kiamzon, Ireneo Garcia and Fr. Noi Limbag.

The same target activity was conducted in 23 CWR holders of Laguna, to name, Placido Lapitan, Gari Pellinor Hernandez, Alberto Dionisio, Fernando Cagayan, Cesario Tancangco, Maximo Reodica, Jr., Fe Revilleza, Carmencita Garcia, Eustacio Frando, Eric Macaisa, Juanito Lizardo, Zenaida Ho, Angelito Exconde, Arturo Lalog, Jaime Balbarez, Medel HIlao, Juan, Petrasanta, Abigail Andres, Peter Ty, Bjorn Lim and Nestor Mole.

Moreover, 11 CWR holders within Quezon province were inspected and validated, they are, Julieta Narte, Belma Abad, Elmer Azul, German Casareo, Luis Sy Chua, Victorino Estibal, Nenita Yere, Corazon Alcala, Mario Maaño, Reynaldo Francia and Melanie Fujimori.

Annual inspection and wildlife stock validation in Batangas were conducted in its 4 WFP holders, EIGHTREES Biotech Corporation, INA Research Philippines (INARP), Inc., Mt. View Birds and Villa Corazon Aviary, and 14 CWR holders namely, BluRoze Farm, Hacienda Bigaa, Taciana Cigres, D. Laperal Farm, BMW Realty, Inc., Wilma Yasuda, Edna Resma, Teodorico Rosales, Elizabeth Pesico, Dominador Razon, Sergio Robles, Normita Lucas, Zeny Salazar and Alfredo Villegas. Out of the 20 wildlife permit holders targeted for CY 2012, only 18 were monitored, 10 in CENRO, Batangas City and 8 in Calaca. Based from the results of previous inventory of CENRO, Calaca, Batangas, only 8 WFP and CWR holders are currently operating within their area of jurisdiction, hence, their accomplishment. However, in order to fully accomplish their target, Hacienda Bigaa and Mr. Dominador Razon’s facilities were twice visited and monitored by the concerned CENRO.

Wildlife inventory and validation of stocks were completed in 10 WFP and 2 CWR holders of Rizal province specifically Coral Farms, Wilson Tan, MERALCO Management and Leadership Development Center (MMLDC), ELBBA Aviary, AVILON Wildlife Conservation Foundation and School of Practical Veterinary Management, Inc., SIMIAN Conservation and Breeding Center, Scientific Primates Filipinas, Inc., Tiger Breeding Farm Project, Tiger Holding Facility, Mountainview Aviary and Elenita Rojas.

• Processing and Issuance of Wildlife Farm Permits (WFPs) and Certificate of Wildlife Registration (CWR)

For CY 2012, two (2)CWR were processed and issued to Bird Choice Petshop and Poultry Supply c/o Mr. Danilo P. Agustin of St. Tomas, Biñan, Laguna and Wildlife Experience c/o Ms. Isabel Garchitorena of Lipa City, Batangas.

Wildlife Farm Permit renewal on the other hand was issued to Mr. Wilson S. Tan of So. Cabading, Brgy. San Jose, Antipolo City, Rizal.

 

• Operationalization of Regional Wildlife Management Committee (RWMC)

The Regional Wildlife Management Committee (RWMC) held four (4) meetings for CY 2012. Highlights of the said meetings are as follows:

1.  Discussions on the Operational Procedures of the Regional Wildlife Rescue Center (RWRC), Criteria for Evaluation of Importation of Live Wildlife Species and Self-regulation of Floriculture Industry were undertaken during the committee’s 1st meeting on 19 March 2012;

2.  Presentation and evaluation of Wildlife Farm Permit applications of Golden Acres Farm, Inc., MERALCO Management and Leadership Development Center (MMLDC), Mr. Wilson S. Tan, Grand Villa Butterfly Center, Mr. Arlon Arganda, Pulunan Farms and Laguna Wildlife Park and Rescue Center, and Wildlife Collector’s Permit application of Mr. Nicholas Donato on the 2nd committee meeting on 14 June 2012;

3.  Presentation and evaluation of WFP (new and renewal) applications of Golden Acres Farm, Inc., Wilson S. Tan, Grand Villa Butterfly Center and Arlon Arganda during the 3rd RWMC meeting on 30 August 2012;

4.  Presentation and evaluation of WFP applications of Pulunan Farms and Laguna Wildlife Park and Rescue Center on their 4th meeting held on 27 November 2012.
