Ø Protected Area Management

        ●    Creation of Management Council

Recommended members of Panukulan and Polillo Watershed Forest Reserves Management Councils were endorsed/forwarded to the Protected Areas and Wildlife Bureau (PAWB). These two (2) watersheds fall under the Local Conservation Areas (LCAs) of the New Conservation Area in the Philippines Project (NEWCAPP) wherein the governing body in the form of a Management Council shall be organized thru LCA Memorandum of Agreement (LCAMC) that is currently under process.

On the other hand, Mt. Malarayat Forest Reserve (MMFR) has an existing council under Special Ordinance no. 53-2007 entitled, “Ordinance Creating the Lipa Headwaters Council, Defining its Mandate and Appropriating Fund Detailed Accomplishments and/or Milestones CY 2012 Annual Report Annual Report - - - - DENR CALABARZON Region 54 Thereof,” approved by Lipa City Mayor on 28 August 2007. The council is composed of the General Manager of the Metro Lipa Water District, City Agriculturist, City Engineer, City Environment and Natural Resources Officer, a staff member of the City Planning and Development Office, a representative of the Lipa NGO Forum, a representative from business sector and Brgy. Captains. As such, National Government Agencies are the council’s technical adviser.

A meeting on 07 December 2012 was organized by the CENRO, Batangas City in order to discuss the creation of the expanded Management Council for MMFR, to include concerned stakeholders of other municipalities and provinces covering the total area of the MMFR such as Tiaong and San Antonio, Quezon and San Pablo, Laguna. Aside from the inclusion of the aforesaid municipalities and provinces in the council, the Department of Environment and Natural Resources (DENR) as the concerned National Government Agency shall sit in the council not only as a technical adviser but rather as Co-Chairman since MMFR was identified as an additional component under the NIPAS. However, it was agreed during the meeting that these matters shall be discussed with the Lipa City Mayor, being the Chairman of the existing Lipa Headwaters Council.


       ●      Operationalization of Management Council

Masungi Rock Management Council had conducted five (5) meetings. These meetings were initiated by the Municipal Mayor of Tanay, Honorable Rafael Tanjuatco. Highlights of the meetings are as follows:

Discussions on the first meeting focused on the implementation of the operational plan for Masungi Rock. Tasks and assignments of the management council in line with their plans and programs were also tackled during the meeting;

The second meeting primarily was focused on the biodiversity concerns of Masungi Rock. The Council agreed that a biodiversity assessment shall be conducted by the University of Rizal System (URS) for database establishment. Moreover, a resolution was approved to request from Mines and Geosciences Bureau (MGB) list and maps of approved mining areas, as well as mining applications within the Masungi Rock and its environs.

Another resolution was approved during the second meeting of the management council which was related to the first issued. The request of list and maps of approved mining areas was elevated into a request for revocation and cancellation of all approved mining permits;

Following the 2nd resolution approved, an additional resolution was approved on the council’s 3rd meeting requesting MGB to cancel all mining applications, appealing also not to accept future mining applications within Masungi Rock and its environs;

       ●      Capacity Building of Management Council

The capacity building of Masungi Rock Management Council was jointly conducted with the Protected Area Management Boards (PAMBs) of Upper Marikina River Basin Protected Landscape (UMRBPL) and Pamitinan Protected Landscape (PPL) on 05 October 2012 at the FEMAR Garden Resort Convention Center. During the said activity, discussions focused on the following topics: a. Forest Fire Control and Management by Forester Detailed Accomplishments and/or Milestones CY 2012 Annual Report Annual Report - - - - DENR CALABARZON Region 55 Eligio Soliman; and, b. Seven (7) Environmental Principles by Ms. Chen Mencias. Same capacity building for Management Councils of Panukulan and Polillo WFR’s were likewise conduced.
