The establishment/disestablishment of initial components remains as one of the priority activities under this program. Consistent with the provisions of the NIPAS Act, the sector conducted the following activities:

• Establishment of PA’s and Designation and Management of Critical Habitat

-Identification and Assessment of Critical Habitat

In pursuance to the mandate of conserving and protecting wildlife resources, four (4) sites outside protected areas had been identified and assessed for possible establishment as critical habitats. These 4 sites were considered as such since there are endemic and threatened wildlife species whose survival are vulnerable to various man-made pressures/threats. However, for this year, activities undertaken focused only on site assessment and mapping. Distinct features of the four identified sites is shown in Table II-19.

The threats identified are generally human activities such as wildlife habitat disturbance and/or destruction and wildlife hunting and poaching. The concerned Local Government Units (LGUs) on the other hand, have approved ordinances/resolutions for the protection of the wildlife species and their habitat.

-Management of Critical Habitat for Giant Fruit Bats (Acerodon jubatus and Pteropus vampyrus)

The Critical Habitat Management Plan for giant fruit bats (Acerodon jubatus and Pteropus vampyrus) in San Juan, Rosario and Lobo, Batangas generally aims to protect the remaining population of endangered golden-crowned fruit bats (Acerodon jubatus) and giant flying fox (Pteropus vampyrus) from illegal hunting and habitat destruction while providing alternative livelihood opportunities to local people through ecotourism in the uplands of San Juan, Rosario and Lobo, Batangas. The plan also specified key management issues identified, site management strategies, administration/management and financial requirements for the project implementation. However, the final consultation of the CHMP with the LGUs, NGOs and other stakeholders is yet to be scheduled thru proper coordination with all concerned.

However, consultation meeting with the Community-Based Forest Management Agreement (CBFMA) holders within San Juan, Batangas was conducted by the on 29 November 2011. Members of the two CBFMA holders within the timberland blocks of the said municipality namely, Sapangan Upland Farmers Association (SUFA) and Samahang Magbubukid ng Mataas na Lupa sa Pulang Bato, Inc. were provided information about the proposed establishment of Critical Habitat for Giant Flying Fox and Golden Crowned Fruit Bats in San Juan, Batangas. Brgy. Officials and residents also attended the information campaign.

Moreover, patrolling activities have been undertaken for the protection of the area against illegal hunting activities.

-Preparation of Draft Presidential Proclamation/Draft Bill

Draft Presidential Proclamation for Infanta-Real Protected Landscape located at Brgys Magsaysay and Gumian municipality of Infanta and Brgy Cawayan municipality of Real, province of Quezon was prepared and submitted to Region Office. The Regional NIPAS Review Committee (RNRC) recommended this WFR to be included under NIPAS with category under Protected Landscape.

On the other hand draft PA Bill for Taal Volcano Protected Landscape was also prepared and submitted. This draft bill was coordinated with Congressman Nelson Collantes of the 3rd District of Batangas for sponsorship.

-Protected Area Demarcation/Delineation

Since Mt Banahaw-San Cristobal Protected Landscape had been enacted into law by virtue of Republic Act No. 9847 its boundaries had been delineated and demarcated on ground. The Regional Assessment and Delineation Teams (RADT’s) recovered total of ten (10) monuments along the old Protected Area boundary while all the boundaries of Mt Banahaw-SCPL per RA9847 within the provinces of Laguna (San Pablo, Rizal and Nagcarlan) and Quezon (Dolores and Candelaria) were delineated covering 28-kilometer stretch. Total of 126 pieces of 15cm X 15cm X 50cm concrete monuments were planted .

• Management of Protected Areas

-Protected Area Management Planning

In compliance with the NIPAS Act on the management planning process, the Region prepared management plan for Infanta Watershed Forest Reserve or Presidential Proclamation 158. The plan aims to protect and manage the existing watershed resources to achieve a desired water quality, stable water flow regime, conserve biological diversity and uplift socio economic condition of adjacent communities in accordance with the format prescribed by Rule 10 of DAO 2008-26. This plan was presented to the newly created PAMB and was approved for it is in accordance with the prescribed format under Rule 10 of DAO 2008-26.

-Creation of Protected Area Management Boards (PAMB)

The sector had worked out for the creation of eight (8) Protected Area Management Boards (PAMB’s), seven (7) additional sites and one (1) for initial component of the National Integrated Protected Area System (NIPAS). However, flexibilities were considered due to some circumstances affecting in the process of creating the target PAMB’s.

>For Mt Malarayat Forest Reserve, instead of creating PAMB, the existing Council will be expanded and strengthened thru the creation of Expanded Headwaters Council for the whole range of Malarayat FR. This shall be composed of DENR, City Council and ENRO of Lipa City PUSOD, NAPOCOR, Water District, and LGU of Tiaong, Quezon and part of Laguna

Composition of the Expanded Headwater Council will lead to the issuance of Memorandum of Agreement (MOA) and Special Order and/ or City Ordinance from Lipa City wherein at present is still under negotiation.

>For Pollillo WFR, documentation for the submitted nominees per recommendation of the Municipal Mayor of Polillo, Quezon thru E.O. No. 09-2011 dated June 13, 2011 was forwarded to PAWB for issuance of the Certificate of Appointment by the DENR Secretary. As of this date, Certificates of Appointment have not been issued yet.

>For Minasawa Island GRBS, an intermin PAMB had been created.

>For Mapanghi and Sumuot Caves and Panukulan Watershed, since they are under New Conservation Areas in the Philippine Project (NewCAPP), a a DENR-UNDP-GEF special projec, their Local Conservation Area Management Councils were considered their PAMB’s.

>For Masungi Rock, a Memorandum of Agreement (MOA) between DENR and LGU of Tanay, Rizal had been forged for its management Mayor Rafael Tanjuatco of Tanay, Rizal had endorsed a pre-membership composition of the Council and had conducted preliminary meeting.

-PAMB Operationalization

Seventeen (17) protected areas region-wide are efficiently managed and operationalized thru the conduct of regular, execom and special meetings in which sixty-two (62) PAMB meetings were conducted during the year. See Annex III – 19 for list of PA’s with operational PAMB’s.

-Biodiversity Monitoring System

Biodiversity Monitoring System is a continuous process done twice a year (2nd and 4th quarters of the year) through gathering/ collection of data on natural biological resources and their utilization. Methods being used are: transect walk, focus group discussion, photo documentation and field diary. The main concern of the system is to have a comparative analysis to identify a trend in biodiversity.

Mt Palay-Palay Mataas na Gulod and Quezon Protected Landscapes are the two protected areas subjected to this Biodiversity Monitoring System. Lists of established monitoring sites is shown in Table III-20.

Significant findings and observations based on comparative analysis of 2nd and 4th quarter of BMS reports are as follows:

1. Mt Palay-palay Mataas na Gulod PL

>There is a negligible differences on the biodiversity and activities observed within the area. Both reports showed that the protected area is largely occupied by open canopy of matured second growth forest with small portions of mixed brushland and grassland including patches of cultivated lands such as the Aldeguer quarry road.

>Minimal changes on the number of priority birds and other important wildlife species spotted in the area.

>Focus Group Discussion highlighted the issue on the adverse claims, encroachment and/or land disputes within the protected area which was eventually given resolution for PAMB action.


2. Quezon Protected Landscape

>Its vegetative cover ranges from slightly mossy virgin and second-growth forest dominated with Philippine Mahogany and other premium species to residual forest with open portion due to rampant lumber and rattan extraction and clearing/kaingin. It is prevalently planted with coconut, mahogany and short seasoned crops.

>Issues/problems on squatters within the PA including the tapping of water for domestic consumption and car washing business within the New Diversion Road and park aide volunteers along the zigzag road were resolved with formulated solutions for action of the PAMB.

-Ecotourism Development

>Evaluation and Submission of Proposed Ecotourism Projects

From year 2011 to 2013 the RED of DENR-4A is the chairperson of the Regional Ecotourism Committee which previously chaired by the Department of Tourism (DOT). During the year, the Committee conducted two (2) meetings, on July 14, 2011 and December 12, 2011.

Turning-over of chairmanship took place during the first REC meeting, from Department of Tourism (DOT) to DENR. Highlights of the two meetings were presentation of the proposed ecotourism development plans, current status of the different ecotourism projects and results of the monitoring and evaluation of ecotourism projects undertaken by Ecotourism Monitoring and Evaluation Teams of the different provinces. These projects are within the different Protected Areas region-wide.

>Creation of Ecotourism Monitoring and Evaluation Team (EMET)

Provincial Ecotourism Monitoring and Evaluation Team (EMET) w as created by virtue of Regional Special Order no. 152 dated April 26, 2011. This is in pursuance to Section 7.4 of the Joint DENR-DOT Memorandum Circular No. 98- 02. The team composition is from DENR Regional and field offices and representatives from Department of Tourism (DOT), Provincial Tourism Offices and NGO’s representatives. Basically, the team was created to monitor and evaluate the implementation of ecotourism projects within the CALABARZON region.

However, as agreed by the REC during its regular meeting on July 14, 2011, the aforesaid special order was amended by virtue of Joint DENR-DOT Regional Special Order No. 2011-270 dated August 11, 2011 signed by the then RED Nilo B. Tamoria and the Regional Director, DOT Southern Tagalog Region, Dir. Louella C. Jurilla. The order had essentially created the REC Technical Working Group (TWG) which will be assisted by the EMET’s created by previous special order. The specific functions of the REC-TWG and EMET were also defined in the aforesaid revised RSO.

>Monitoring and Evaluation of Ecotourism Projects

The monitoring and evaluation of ecotourism projects within protected areas was undertaken in accordance with the recommended indicators cited in the report dated July 15, 2011 of the Department of Tourism Re: Development of a Database and Monitoring Framework for Ecotourism Projects. Listed below are the proposed and existing ecotourism development projects within protected areas which were already assessed by the concerned monitoring and evaluation teams: (Table III–21)

-Patrolling within Protected Areas

Eighteen(18) protected areas covering approximately 172,603 hectares are continuously protected thru patrolling and surveillance of violators from any illegal activities and apprehension and confiscation/seizure of illegally-collected resources.

-Management Zoning

For effective and efficient management each and every protected area should be divided into two management zones: Strict Protection Zone (SPZ) and Multiple Use Zone (MUZ) consistent with its designated category. For the year, eighty (80) concrete monumentations were stacked to demarcate the corner monuments of the three (3) protected areas namely: Mt Palay-palay Mataas na Gulod, Mt Banahaw-San Cristobal and Maulawin Spring Protected Landscapes. It covers approximately twenty-one kilometer-length.

For Mt Banahaw-San Cristobal PL, length of ten (10) kilometers have been delineated and planted with 31 monuments covering cultivated and residential areas, plantations, and open-brush lands.

For Mts Palay-palay Mataas na Gulod PL length of six (6) kilometers with a total area of 152 hectares was delineated as strict protected zone (SPZ) and planted with twenty-four (24) concrete monuments with a dimension of 15cm x 15 cm x 50cm diameter. The area surveyed and assessed was covered with forest vegetation embracing Pico de Loro peaks.

For Maulawin Spring Protected Landscape, 5-kilometer management zoning was undertaken which resulted to the delineation of 98.43 hectares Strict Protection Zone within Brgy Himbubulo Weste, San Pedro I, and Magsaysay Guinayangan, Quezon and 50.58 hectares Multiple Use Zone. Tw enty-five (25) concrete monuments have been planted thereat.

-Issuance of Protected Area Community-Based Resource Management Agreement (PACBRMA)

Alabat Watershed Forest Reserve (AWFR) and Alibijaban Wilderness Area (AWA) were the target protected areas for this activity, yet no issuance of PACBRMA during the year. Initial consultation with the PA beneficiaries thru ISF projects was conducted informing them of the possible conversion of their CSC’s to Protected Area Community Based Resource Management Agreement (PACBRMA).

In the case of AWA, no occupants are within the PA, instead Alienable and Disposable (A & D) land are being occupied and outside the territory of Alibijaban Wilderness Area. A Barangay Certification was issued on November 26, 2011 clarifying the matter.

Narrative Accomplishment

-Sectoral Consultative Meeting

Sectoral Consultative Meeting was conducted on March 10-11, 2011 at Grand Villa Resort and Butterfly Center. Target activities and program thrusts of the sector were presented and discussed during the meeting It was attended by PAWCZMS staff from Region and field offices.

• Management Effectiveness Assessment

Management Effectiveness As se ssmen t (MEA ) w a s primarily conducted by the Protected Area Management Bo ar ds (P AMBs )/inte rim PAMBs within the region to evaluate their efficiency in terms of fulfilling their duties and responsibilities to their respective areas of responsibility. For protected areas without PAMB/IPAMB, MEA was conducted by the existing Management Councils, concerned Local Government Units (LGUs) and protected area staff.

The following are the PAMBs/MCs/LGUs which had undertaken the assessment: 1. PAMBs for Taal Volcano PL, 2.Mts. Palay-Palay/Mataas na Gulod PL, 3.Mts. Banahaw-San Cristobal PL, 4.Quezon PL, 5.Binahaan River WFR, 6.Maulawin Spring PL, 7.Buenavista PL, 8.Mulanay PL, 9.Alibijaban Wilderness Area, 10.Alabat WFR, 11.Real-Infanta WFR, 12.Marikina WR (now, Upper Marikina River Basin PL), 13.Pamitinan PL, 14.Kaliwa WFR; 15.Lipa Head Waters Council (Mt. Malarayat Forest Reserve); 16.Masungi Rock Management Council (Masungi Rock Formation); and, concerned LGUs covered by 17.Ragay Gulf, 18.Dagatan Lake Natural Monument, 19. PP 1636 (expanded with 20.Kanan Watershed Council) .

The tool used by the aforementioned respondents in assessing their protected area management effectiveness was Management Effectiveness Tracking Tool (METT) which is in form of a comprehensive questionnaire having three data sheets/forms, namely; basic data sheet, protected area threats form and, assessment form.

Partial MEA results and its initial analyses disclosed the following results:

-PAMB’s/MC’s/LGU’s generally perform best in the planning and outcomes aspect

-They lack either in in inputs or outputs phase due to deficiency in budget, staff and training and even on law enforcement

With those above findings, recommended actions as adaptive management strategies are the following:

 -Out-sourcing of fund from concerned LGUs and Non-Government Organizations (NGOs)

 -Capacitation of protected area staff and local residents as “bantay-gubat

-IEC dissemination/awareness generation on protected area and wildlife laws, rules and regulations.

However, MEA was not conducted to MIGRBS due to the management conflict existed between LGU of Burdeos, Quezon, which has the jurisdiction of MIGRBS over the LGU of Patnanungan, Quezon which claimed a bigger portion of the island. Recently, both LGUs had formally entered into a co-management agreement with the DENRCENRO Real, Quezon thence an interim PAMB was created. Due to time element MEA cannot be conducted that period. Likewise, MEA was not conducted in Polillo and Panukulan Watershed Forest Reserves, and Sumuot and Mapanghi Caves since those are under New Conservation Areas in the Philippines Project (NewCAPP) and respondents were not available those times.

• Integrated Protected Area Sub-Fund

Total amount of Php 438,347.61was collected in the form of entrance and resource users’ fees from four different PA’s (see Table of Accomplishment for details.)

• Development and Rehabilitation of Marikina Watershed Reservation

The Marikina Watershed Reservation is situated in the city of Antipolo and in the municipalities of Baras, Rodriguez, San Mateo and Tanay in the province of Rizal. It covers a total area of 26,125.64 hectares. On November 24, 2011, His Excellency Benigno Simeon C. Aquino III declared Marikina Watershed Reservation as Protected Area pursuant to Republic Act No. 7586 or the National Integrated Protected Areas System (NIPAS) Act of 1992 and shall be known as the Upper Marikina River Basin Protected Landscape (UMRBPL).

Protected Area Management

-One of the identified activities is the comprehensive assessment of all issued tenurial instruments and Memorandum of Agreements (MOAs) entered into by DENR with various stakeholders. In order to address this, two (2) consultation meetings participated by the stakeholders from San Mateo, Rodriguez, Antipolo City, Baras, and Tanay, Rizal were conducted.

Calawis Upland Farmers Association, Inc. (CUFAI) , a PACBRMA issued on December 11, 2002 was assessed. The members of this organization are also beneficiaries of National Greening Program and MWR development activities. Per assessment, the main concern besetting the CUFAI are the inactive members.

-Conduct of the census of all Protected Area occupants was completed in all the barangays spearheaded by the team composed of DENR staff and barangay officials. The SRPAO was conducted in the barangays of Calawis, Pintong-Bukawe, Sapinit, Boso-boso, Pinugay, San Juan, San Jose, Cuyambay, and San Rafael. However, new SRPAO forms were provided by Central Office requiring the re-conduct of the said survey. As to date, Brgy. San Jose is the only barangay completely re-surveyed.

-Protected Area boundaries were delineated and demarcated on the ground by the teams from the Land Evaluation Party (LEP). They installed markers within the MWR and Proclamation 585 boundaries with 33 and 35 monuments, respectively. Of the total 104 kms, only 63 kms were actually delineated/relocated with 88 concrete monuments. The team temporarily halted the survey to wait for the final technical description of MWR that will be issued by the National Mapping and Resource Information Authority (NAMRIA).

-The Protected Area Management Board (PAMB) was operationalized and conducted three (3) meetings to decide on issues/concerns referred to them.

Rehabilitation/Restoration of Denuded Areas

-PA nursery was established at So. San Joseph, Brgy San Jose Antipolo City. 6,000 agro-forestry seedlings were procured consisted of grafted pomelo, dalandan, chico and rambutan. These were distributed to deserving beneficiaries of Brgy Calawis, Antipolo City which they planted in their particular area.

-For the smooth implementation of agroforestry-related activities, 13 beneficiaries signed the Letter of Agreeement (LOA) wherein a 20-hectare area within the watershed was planted with various seedlings, cash crops and pineapple crowns. Eighteen (18) hectares were planted by Calawis Upland Farmers Association Inc. (CUFAI) members while the two (2) hectares by beneficiaries from Brgy. San Jose.

-Stream bank stabilization was undertaken along the 20-hectare area of river bank at So. Payaguan, Brgy Calawis, Antipolo City. This was contracted to Calawis Upland Farmers Association, Inc. (CUFAI).

-Protected Area Community-Based Resource Management Agreement (PACBRMA) related activities were strictly monitored by the CENR/PENR Offices.

Patrolling/Protection

Protection activities are being conducted within the four municipalities of Rodriguez, Baras, San Mateo, and Tanay and city of Antipolo covering approximately 26,250 hectares. Constant surveillance and patrol works resulted to zero illegal activities within the area , hence no apprehension of illegally gathered forest products was reported.

Establishment and Management of Community-based Programs

-Protected Area Community-Based Resource Management Agreement (PACBRMA) related activities were strictly monitored by the CENR/PENR Offices.

• Mt Banahaw-San Cristobal PL

Protected Area Management

-A PAMB Resolution was enacted during its en banc meeting held last December 20, 2011 for the formulation of site specific user fee policy. Likewise, the partial list of existing economic activities and identified revenue generating activities in MBSCPL were presented in which the Board had decided that the Technical Working Group will convene on the second week of January 2012 for the details and specifics.

-Updating of Management Plan is a continuing activity

A team for the conduct of SRPAO was organized, Initial gathering of information on the existing PA occupants in the areas of Laguna side covering the municipalities of Majayjay, Nagcarlan, Liliw, Rizal and San Pablo City was undertaken using the old forms. Community maps and prescribed forms were not yet accomplished, and will be submitted soon.

Rehabilitation/Restoration of Denuded Areas

-Two (2) nurseries were established/restored within MBSCPL, located in Nagcarlan, Laguna and Sariaya, Quezon.

-Total of 34,216 indigenous seedlings have been procured for the 28-hectare development within MBSCPL
