To effectively supervise, manage and monitor the implementation of the Comprehensive Agrarian Reform Program (CARP), the DENR-CARP Coordinating Office (RCCO) was created by virtue of DENR Administrative Order No. 2003-35 dated July 22, 2003 issued by theDENR Secretary Elizea G. Gozun.

Massive implementation of the program started since1987. However, majority of its beneficiaries are still below poverty level.Lands are used as collaterals to generate cash for hospitalization, education, etc. The program aims to alleviate poverty and promote social equity.

At this time, CALABARZON has more or less 29,440 hectares remainingagricultural area for titling. The data, based on the 2005 Medium Term Development Plan balance scope to beaccomplished under CARP was scrutinized and inventoried to ascertain/determine the remaining CARP scope for each region nationwide.

Each Region has to fully justify by means of documents, maps, deeds and other records, any change or revision in their Medium Term Development Plan.

The Region’s annual target for the Patent Processing and Issuance Activity was 6,828 patents with a corresponding area of 6,145.00 hectares distributed among the provinces of CALABARZON, namely, Cavite, Laguna, Batangas, Quezon and Rizal. The total accomplishment was 6,906 patents signed/transmitted to the Register of Deeds with a corresponding area of 6,720.3391 hectares or 101% and 109%, respectively
