A Memorandum of Agreement (MOA) was inked between DENR CALABARZON represented by Regional Executive Director Nilo B. Tamoria and Barangay Local Government Units (LGUs) of Cavite City particularly Barangay 14 represented by Brgy. Chairperson Eduardo Vidal; Barangay 29A – Brgy. Chairperson Araceli A. Sese; Barangay 53B– Brgy. Chairperson Beatriz Rosal A. Dimaano; Barangay 62M– Brgy. Chairperson Maria Corazon C. Salud; and Barangay 49M– Brgy. Chairperson Philip Voltaire L. Cosigno last October 10, 2022 at the Sangguniang Panlungsod Session Hall, City of Cavite. The event was witnessed by the City ENR Officer Carlo Dante M. Filoteo and Cavite PENR Officer Januel R. Peras. 

The agreement envisioned to successfully implement the Manila Bay Rehabilitation Program and the Operational Plan for Manila Bay Coastal Strategy (OPMBCS), with the main objective of cleaning-up the Manila Bay and its neighboring ecosystems. Both parties have committed to jointly venture in the Implementation of a Barangay Eco-Gardening program to promote waste diversion, as a support measure to climate change adaptation, and foster a clean and green environment.

City ENRO Carlo Dante M. Filoteo expressed his appreciation to DENR for choosing the selected barangays of Cavite City for this endeavor. He believes that this project can be a model to other barangays of their locality towards proper waste management and recycling. He also acknowledged the efforts and hard work of everyone to make this activity possible. 

City Vice Mayor Ronell Rusit also expressed his utmost support to this project as well as to other environmental related programs and activities being implemented in Cavite City. Likewise, the City Councilor and Chairperson on Committee for Environment and Ecological Services Mark Anthony A. Amparo conveyed that through this kind of projects, several problems on solid wastes and proper waste disposal can be solved even little by little, which eventually could make a difference. 

RED Nilo B. Tamoria emphasized that the duly signed MOA for the establishment of five (5) Barangay Eco-gardens in Cavite City is one of many ways to clean the Manila Bay and a strategy to change the behavior of our community in order to implement the Ecological Solid Waste Management Act or RA 9003. 

Sa pamamagitan po ng pag-eestablish ng eco-gardens, ito’y makatutulong sa pagbabawas ng basura dahil sa composting component nito gayundin ang pag gamit sa mga recyclables bilang taniman sa ating mga eco-garden. Ang proyektong ito ay naglalayon na maenganyo at maging inspirasyon ito sa ating kapwa mamamayan at lalo na sa mga kabataan na miyembro ng ating komunidad”, RED Tamoria added,

In behalf of the recipients of the barangay eco-gardens, Barangay Chairperson Beatriz Rosal A. Dimaano extended her appreciation to DENR for having this kind of project that could help the community members in the segregation of waste and production of healthy and fresh vegetables in the future.

MBSCMO Cavite Focal Person Judaline A. Fabro gave further instruction concerning the utilization of the budget allocated for the eco-gardens. She emphasized that each eco-garden has a budget of Php 100,000.00 that includes Community Organizing, Vertical gardening seminars and installation of vertical gardens. The eco-garden shall use recyclable containers and decomposed materials from biodegradable wastes. It shall operate for a period of not less than three (3) years and the MBSCMO and respective Barangay LGUs will conduct monitoring and inspection of the project.

Ang DENR CENRO Lipa ay nagsagawa ng paggawad ng titulo bilang inisyatibo sa ilalim ng Republic Act No. 10023 at 11573 kasabay na rin ng pagdiriwang ng Handog Titulo Month at anibersaryo ng Land Management Bureau.    

Tatlumpung (30) titulo ang iginawad sa mga pamilyang-benepisyaryo mula sa iba’t-ibang bayan at lungsod na nasasakupan ng CENRO Lipa. Ang mga nabiyayaang patentees ay legal nang may-ari ng lupa matapos igawad ng DENR sa pamamagitan ng PENRO Batangas at CENRO Lipa at Lokal na Pamahalaan ang kanilang mga Original Certificate of Titles (OCTs) sa pamamagitan ng Free Patents.

Ang RA 10023 ay ang batas na nagbibigay pahintulot sa mamamayang Pilipino na makapag-apply ng titulo sa isang residensyal na lupa upang legal na maging pag-aari. Ito ay naglalayong matituluhan ang mga lupang residensyal na minamay-ari nang mahigit sampung taon. Samantala, ang RA 11573 naman ay ang batas nagbibigay ng alituntunin at nagpapabilis sa pagpapatitulo ng mga lupang agrikultural. 

Sa pamamagitan ng programang Handog Titulo, nasa limang (5) Residential Free Patents at 25 Agricultural Free Patents ang iginawad sa mga residente mula sa iba’t-ibang bayan at lungsod na nasasakupan ng CENRO Lipa.

Ang nasabing handog titulo program ay pinangunahan ng DENR CENRO Lipa sa pamumuno ni CENR Officer Allan Willard Estillore kasama ang mga kawani mula sa Regulation and Permitting Section (RPS). Ito ay matagumpay na naisagawa sa tulong at suporta ng PENRO Batangas sa pamamagitan ni PENR Officer Noel Recillo. 

Thru the Conservation and Development Section, the Community Environment and Natural Resources Office (CENRO) Tayabas prepares Dagatan Lake for establishment as Critical Habitat in accordance with Republic Act No. 7586 or the National Integrated Protected Areas System (NIPAS) Act of 1992 and Republic Act No. 9147 or the Wildlife Resources Conservation and Protection Act of 2001.

 Dagatan Lake is a two-hectare lake that lies in the secluded area of Sitio Busal, Brgy. Palale, Tayabas City, and is a home for some important species of flora and fauna. During the assessment conducted in 2011, Philippine Duck (Anas luzonica) was found in the area. Philippine Duck is listed in the International Union for Conservation of Nature (IUCN) Red List of Threatened Species in 2011 as Vulnerable, hence, the recommendation for the lake to be established as critical habitat. It is purposely to protect the wildlife and its habitat, along with other abundant species of fish, mollusks, and birds found in the area.

With the help of the Local Government Unit (LGU) of Tayabas City through its City Environment and Natural Resources Office and Barangay LGU of Ibabang Palale, an assessment was conducted in the 3rd week of September 2022. The team was able to gather pertinent documentation and proof that the lake has been inhabited by this wildlife, needed as one of the bases for its establishment.

Population estimates of threatened species found in the area, assessment of other wildlife resources present, status of vegetation and ecosystem types, area occupants/settlers, man-made pressures, threats, land-uses and tenurial instruments, management issues and interventions presence, and Focus Group Discussion (FGD) are some of the other initial activities undertaken by the team.

Critical Habitats play a special role as host to plants and animals. The designation of critical habitats is stated in RA 9147 under Article II, Section 25 which provides for the conservation and protection of wildlife resources and their habitats. Critical habitats are outside protected areas under RA 7586 where threatened species are found, and shall be protected, in coordination with the local government units and other concerned groups, from exploitation and destruction.

CENRO Tayabas is set to conduct community consultation with the local stakeholders and concerned LGUs on the results of the assessment to ensure their support in case Dagatan Lake is found suitable for establishment as critical habitat.

Nagkaroon ng pananaliksik ang Kagawaran ng Kapaligiran at Likas na Yaman ng Probinsya ng Rizal kasama ang mga kawani ng Conservation Development Division (CDD) sa isa sa mga kweba ng Bundok Hapunang Banoy na nakapaloob sa Pinangangalagaang Pook ng Pamitinan Protected Landscape (PPL) sa Barangay San Rafael, Rodriguez, Rizal. Sa pangunguna ng Regional Cave Assessment Team (RCAT), isinagawa ng grupo ang paunang inspeksyon upang matantiya ng maigi ang mga wastong lokasyon na pwedeng pag tayuan ng mga istasyon. Sa pamamagitan ng isinagawang inspeksyon, nakapagtayo ng istasyon na may sampung metrong pagitan bawat isa.

 Itinuloy ng grupo ang kanilang pananaliksik sa pamamagitan ng pagtatasa ng mga makikitang buhay-ilang at halaman sa kweba. Bukod rin sa pagkuha ng kabuuang sukat nito, sinuri rin ng grupo kung anong mga klase ng bato, pormasyon, at iba pang matatagpuan sa loob ng nasabing kuweba. Isinama rin sa pagtatala ang mga obserbasyon ng bawat miyembro sa loob ng kweba.

Inilista ng grupo ang iba’t ibang datos katulad ng pinakamataas at pinakamakitid na parte ng ceiling ng kuweba. Base din sa nakalap nilang impormasyon, matatagpuan malapit sa bukana ng kweba ang palatandaan na maaring nagsilbi itong pansamantalang silungan.

Habang ginalugad ng grupo ang loob ng kuweba, bumungad sa kanila ang mga pira-piraso at putol-putol na stalactite pati na rin ang ginawang hagdan. Ito ay nagsisilbing senyales na may nakapasok na dito at ilegal na isinagawa ang mga nasabing aktibidad. 

Natuklasan din ang presensya ng vertical drop sa pinakadulong parte ng kuweba. Upang suriin ang nasabing vertical drop, sinubukang bumaba ng isa sa mga mananaliksik ngunit hindi sapat ang dalang lubid para ito ay masuri lalo na’t ito ay tinatantiya na may lalim na higit pa sa 50 metro.

Sa huling araw, ang grupo ay bumuo ng mapa at inayos ang mga detalye na nakalap mula sa kuweba. Dahil sa nipis ng hangin sa ilang bahagi ng kuweba, matarik na daan, at hindi matatag na parte ng mga sahig at pader, napag desisyunan ng grupo na irekomenda sa mga miyembro ng Protected Area Management Board (PAMB) ng PPL na i-uri ito bilang Class 1 base sa ipinapatupad na pag-uuri ng mga kuweba ng Biodiversity Management Bureau.

The DENR-CENRO Calauag continues its commitment to award titled lands to the qualified occupants of Alabat, Quezon, as CENRO Joselito D. Barros stressed the significance of Rapid Land Tenure Appraisal (RLTA) to the participating upland barangays of Alabat.

This is part of the progression of the Memorandum of Partnership (MOPA) inked by the DENR and the Municipal Government of Alabat, Quezon on 17 February 2020.

As stipulated in the MOA, the DENR will be responsible for the conduct of land-titling activities within the municipality; provision of technical assistance and necessary trainings; provision of the pertinent electronic and paper-based records and data including maps and survey records; and provision of monitoring and quick response assistance to the said LGU in all phases of the titling activities.

Meanwhile, two (2) barangays in Alabat, the Barangays of Caglate and Angeles, have primary potential qualified lots for patent application. Hence, the Regulation and Permitting Section (RPS) of CENRO Calauag has a total of 10 surveyed lots on the ongoing subdivision survey requested by separate individuals.

CENRO Joselito D. Barros also encouraged the partakers to grow trees in their private land for them to utilize in the following years. Aside from its timber with some of its species are of a high market value, different parts of a tree are of some benefits. Included here are its capability to improve soil fertility and cation exchange.
