Ipat Luna comes home to Region 4

Atty. Ipat Luna has spent her entire career devoted to environmental law, public health, and the protection of the Philippines’ natural resources. That devotion has led to far-ranging concerns spanning three decades, including the conservation of Taal Lake, managing environmental NGOs, teaching environmental law and human rights law, advocating for solid waste strategies and systems, breastfeeding advocacy, tobacco control and safe food and even running a café that promoted local food, among many other interests.


Along the way, she has been recognized as one of the leading experts on protected areas and laws protecting the country’s biodiversity. She has traveled the country from Batanes to the Turtle Islands as an environmental consultant and advocate. She has under her belt a number of local and international recognitions for her work, including a Ten Outstanding Young Men award in 2004 and a Gaia Award from Earth Day Jam Foundation in 2018.


She brings that wealth and variety of experience to her current job as the DENR’s regional director for Region 4-A, the first woman to occupy that position, which is responsible for five provinces in southern Tagalog. She is thrilled that the job has placed her in a position where she can help her native region and her home province of Batangas.


Prior to her current position as regional director, Atty. Luna served as the DENR’s OIC Undersecretary for Legal Services and then Undersecretary for Manila Bay and Related Water Concerns.


She graduated from UP Diliman in 1986 with a degree in AB Psychology, and from UP’s College of Law in 1990. She passed the bar in the same year. Her first professional job as a lawyer was with the Haribon Foundation, one of the country’s oldest environmental organizations, where she worked for eight years. In 2000, she studied at the University of California in Berkeley on a Fellowship on Culture and the Environment.


She is married to journalist H.G. Severino, with whom she has a son, Alon Severino, 15. She was born in Lipa, Batangas.
