DENR Calabarzon and PIA 4A join hands for another Kapihan


          The Department of Environment and Natural Resources (DENR) Region 4A in cooperation with Philippine Information Agency (PIA) 4A held Kapihan sa PIA in Calamba City on November 22, 2016. The event invited the presence of local press and media partners from the different parts of the region.

          Ferdinand T. Hermano, Chief of DENR Region 4A’s Enforcement Division and one of the designated speakers for the Kapihan, discussed the focus of the programs that the Division is undertaking.

       “Ngayon po ay nakatutok kami sa Forest Protection and Law Enforcement Program. May stratehiya po kaming in-eemploy. Denying the source of illegal products; so dapat walang mapuputol, ‘pag nakalusot, we cut off the route; ‘pag nakalusot sa checkpoint, nasa market, then we deny the market” Hermano said.

       He also added that aside from their strategy, their division also conducts investigations. “Malalaman pag nasa destination, kailan yan dumaan? Paano nakarating yan sa lumber dealer? ‘Pag napatunayan na because of negligence eh gagawan ng paraan ng ating (regional) director yan.”

         On other avenues aiding in forest protection, Lupo T. Telan, Assistant Chief of the Enforcement Division talked about how they strengthened their campaign against illegal activities. “Nag-develop kami ng text brigade. Dito sa wildlife, text lang nagpapadala na kami ng investigators. Ayun ang naging successful so far kaya andami pong confiscations ngayon ng aming mga field offices” he said.

        Moreover, Telan recognized that the media plays a major role in forest protection. “This is a great opportunity for us, to be with you, because we believe that you are our partners in disseminating our programs, our projects in CALABARZON, most especially in our task to protect our remaining natural resources.”

         Division Chief Hermano also took the chance to update the press on the Department’s current flagship program – the National Greening Program (NGP) – which according to him was implemented because of the depletion of our forest reserves, especially in the CALABARZON Area. “Nakita ni former Secretary Paje na ganyan yung trend (forest depletion) kaya niya pinasok yung NGP. Billion trees yan, kung hindi man (magsurvive lahat) million din yan, kaya magandang initiative yan” he said.

         He elaborated on the inclusion of economic productivity of Civil Society Organizations (CSOs) in the NGP. He revealed that it was hard to encourage CSOs before because it does not help them “economically”. Now, many CSOs are willing to be deputized. “Marami po. Lately nagpa-training kami sa paralegal (para dun sa) from LGUs and MENROs. Yun nga po ang maganda... yung nakaisip ang Departamento ng programa na may impact”. Hermano said.

          For more updates on the NGP, another Kapihan will be held on November 29, 2016 which will be focused on the Expansion of the National Greening Program with Regional NGP Coordinator Annaliza Junsay and Planning and Programming Section Chief Mailene Laviña as resource speakers.
