ON THE HANDOG TITULO

            GREETINGS………..

 

            We, from the DENR, recognize the efforts of the Foundation for Economic Freedom, through its sponsors, the Asia Foundation and the USAID, in supporting the thrust of the government to provide permanence in the ownership of lands Filipinos are tilling and occupying.  I know that the titles our patentees are holding now are the realization of their long-cherished dreams.

 

            Initially, we have been at a loss for quite sometime since the issuance of RA 10023 or the Residential Free Patent Act because, despite the easier way of availing titles for the residential areas, we found difficulty in attaining our targets for the last two years because of the lukewarm reception of both the people and the LGUs on this new law.  Maybe this was because of inadequate information dissemination or past issues of governance.

 

            With the assistance of the Foundation for Economic Freedom led by its President, Calixto Chikiamco, we were able to launch a grassroots information and education campaign on the Residential Free Patent Law or RA 10023 and most especially in capacitating the LGUs in the initial acceptance of public land applications.

 

            As of today, with FEF we were able to train 81 municipalities comprising of 162 personnel are now actively working together towards the realization of our clientele’s dream of absolutely owning the land they have been occupying ever since.

 

            Can we give a round of applause to the Foundation for Economic Freedom, ASIA Foundation and the USAID?

 

            Kayo pong mga nadirito na hawak ang mga titulo ay kasama kayo sa mga 11,683 na kababayan natin ditto sa rehiyon ng CALABARZON na napamahaginan ng mga titulo nitong nakaraang taon.  ‘Yan pong dokumento na iyan ay nagpapatunay sa buong mundo na kayo ang may-ari at ito nap o ang pagkakataon upang mapaganda ang inyong pamumuhay sa pagamit ng inyong titulo upang makakuha ng kredito at mapaunlad ang kabuhayan.

 

            Marami pa po ang dapat naming gawin para matupad na ang lahat ng ating mga kababayan na nagookupa ng kani-kanilang lote ay mabigyan natinng titulo ayon na rin pos a pinaguutos n gating mahal na pangulo na si Pangulong Noynoy.  Ipaalam po natin sa ating mga kaibigan, kamag-anak at kasambahay.

PAMASKONG MENSAHE

 

Sa lahat ng Kawani ng DENR CALABARZON:

 

            Unang una, gusto kong bumati sa inyong lahat ng isang mapagpala at makakalikasang pasko!

 

            Alam natin na tuwing panahon ng kapaskuhan ay binibigyan natin ng pagkakataon ang ating mga sarali para tanawing muli ang mga nakaraang buwan – kung ano ba ang ating mga nagawa para hingin natin ng mga pagpapala.  Sa pagkakataong ito siguro ay sapat na ang ating mga nagawa para magbunyi at magdiwang.

 

            Nakita natin ang patuloy na pagmamalasakit ng lahat ng sector ng lipunan sa pangangalaga at proteksyon sa ating kapaligiran.  Nakita natin ang patuloy na paghihirap ng ating mga kasamahan sa PENRO, CENRO at pati na rin sa Regional Office para maipatupad ang mga batas sa kapaligiran.  Nakita din natin ang ating ibang kababayan na walang malasakit sa ating kapaligiran na siyang nagbibigay ng sakit ng ulo sa ating kawanihan.

 

            Marahil ito ang pagtuunan ng pansin nating mga kawani ngayong kapaskuhan – paano natin pagiigtingin an gating Gawain para itong mga walang malasakit sa kapaligiran ay mawala bilang balakid sa pag-unlad ng ating bayan.

 

            Humingi tayo ng pagpapala sa “Kanya”.  Ang pagpapala ng Poong Maykapal ay nasa paligid natin – ang ating pamilya, mga kaibigan, ang tubig, hangin, at pangangailangang nasa atin na dapat ipagpasalamat natin sa kanya.

 

            Ito sa palagay ko ang tunay na diwa ng Pasko – PASASALAMAT, dahil may isang dakilang nilkha na nagbibigay sa atin ng pagpapala sa buong taon.

DENR Calabarzon People’s Day: “Happy ang New Year”

 The Department of Environment and Natural Resources (DENR) Region 4A has once again celebrated People’s Day on January 9, 2017.

Among the participants are representatives of PKMM (Pambansang Katipunan ng Makabayang Magbubukid), a people’s organization composed of local farmers and fishers from Barangay Dinahican, Infanta, Quezon, who aired their concern on the confiscation of wood allegedly illegally sourced from Palanan, Isabela. They said they were supposed to use the wood for repairing their wrecked boats.
“Paano ang aming hanapbuhay?” one of the members said, expressing his worry that they might not be able to continue fishing, hence, could no longer provide for their families.

Regional Director Reynulfo Juan said that he is all for supporting livelihood. Understanding their plight, he provided them with possible solutions to help their situation: “Pwede akong gumawa ng endorsement letter sa BFAR (Bureau of Fisheries and Aquatic Resources), may binibigay silang libre[ng bangka], o kaya pwede namin kayo matulungan sa paghahanap ng makukuhanan ng kahoy”, he stated.

He asked them to specify the kinds of wood they need to repair their boats so that the Office could assist them in looking for legal sources. He also assured them that it will be verified whether or not the apprehension was conducted properly.

Another concern of the group was a problem regarding the rightful owner of the land they are residing in. Accordingly, there are two groups claiming the land: the Magallanes and the Maharlikans. The complaining party conveyed that they are confused as to whom they should pay their dues, as the Magallanes drives them away every time they cannot pay them.

“Magko-conduct tayo ng investigation. Kailangang malaman kung ano ang land classification, sino ang occupant, at sino ang claimant” Juan said. He also asked the residents to be present during the investigation.

On the other hand, some residents of Barangay Tunha, Famy, Laguna relayed their petition to cancel the survey plan of a certain Mr. Sotalbo, who was given survey authority despite him not having a land title. The residents are now facing the threat of possibly losing their homes to demolition. At present, the case has been brought to the court.
