DENR CALABARZON calls on Candidates and LGUs, Gather & Upcycle Campaign Materials

After the elections and now that winning candidates are being proclaimed, it is now time for those responsible to start cleaning up their campaign materials. This is also a good opportunity for individuals to create value around products that would otherwise end up in sanitary landfills or illegal dumpsites. With the recently concluded campaign season, the volume of waste, with an addition from the campaign materials, will considerably increase. However, the sizes and capacities of sanitary landfills (SLFs) remain the same. We hope these wastes do not end up in bodies of water and farther to the seas.



The DENR CALABARZON supports the call of DILG to candidates, to lead the clean up drives to rid of the materials used during the campaign season. These include various materials which is a combination of plastics such as tarpaulins, and papers such as sample ballots, flyers and leaflets, which all end up as trash in the areas where they are posted.


A local social enterpreneur in Laguna, Junk Not Eco Creatives contribute a solution by upcycling materials and creating livelihood for communities. Junk Not owner Willie Garcia said that the enterprise will only accept campaign materials from those who will be buying back the furniture/ home accent from them. This kind of “buy-back” model will make future waste producers think twice.  This social enterprise, which is based in Laguna, turns campaign materials into upcycled objects such as chairs, bags, and others to be donated in different schools.

PENRO Batangas is the DENR EAGLE Awardee for 2019!

Hailing from the province of Pangasinan, Jose Elmer Collado Bascos devoted more than 36 years of his life serving the Department of Environment and Natural Resources. His unparalleled passion to provide exemplary service for the people and the environment served as his driving force to continue his journey in DENR.

Bascos started as a casual forester in 1982, became a full-fledged CENR Officer in 2006 in DENR Region VII and has been the PENR Officer of Batangas since 2010. Rising from the ranks, Bascos maintained a low-profile working closely with communities, Local Government Units, and various institutions. This helped in promoting a sense of belongingness and responsibility for the environment.

Apart from this, his leadership skills influenced his employees and partners in the efficient and effective delivery of the agency’s mandates. Anchoring his management style in accountability, transparency, and participatory governance, Bascos achieved numerous recognitions for his work.
